- Description: Rural development is seen as a priority in South Africa; information and knowledge are key strategic resources for social and economic develop-ment. Information Communication Technologies (ICTs) are seen as im-portant tools in rural development, assisting in enabling change through economic development. In rural areas where ICT infrastructure is being expanded and deployed there is a need to provide appropriate technolo-gies that support sustainability and meet the needs of the local communi-ty. In this paper we argue that the use of Linux Terminal Server Project (LTSP) cluster servers are appropriate technologies for use in computer laboratory environments for relatively inexpensive access to technologies by schools and local communities in rural areas. Typically LTSP clusters are deployed when there is a need to support 100s or 1000s of comput-ers, however, we argue that by reusing recycled (older) desktop or server computers as cluster servers could lower the entry level costs of LTSP computing while maximising the use of available resources. The paper details the configuration of a Domain Name System (DNS) round robin cluster solution together with initial testing and results. It is suggested that LTSP cluster solutions, and the DNS round robin implementation, show promise for use in providing access technologies to rural communities and schools.

Several e-marketing strategies through various online websites have been developed. In rural communities e-services applications such as e-commerce, ehealth, e-judiciary and e-government have been devel-oped. However, most of these applications are failing to fully benefit the people in the societies because they are no modifications which are done to the applications as technology changes. This paper discusses the de-velopment of an intelligent negotiation module to enhance an e-commerce platform. The paper explains a negotiation application that has been developed and plugged to any existing e-Commerce shopping por-tal for the Dwesa Community in the Eastern cape province of South Africa and proposes an architecture for all other e-Services. While the services themselves have not been standardised, standards do exist for basic technologies that can be re-used and aggregated in order to construct more complex services. These elements are called service capabilities by the 3GPP and service enablers by the OMA, both of which are repu-table standards bodies in this area. In order to provide re-usability, there is a need to manage access to the service capabilities. Also, in order to build complex services, there is a further need to be able to manage and coordinate the interactions that occur between service capabilities. The 3GPP and the OMA have separately defined network entities that are responsible for handling aspects of these requirements, and are known as a service capability interaction manager (SCIM) and a policy enforcer respectively. However, the internal structure of the SCIM and the policy enforcer have not been standardised by the relevant bodies. In addition, as the SCIM and the policy enforcer have been defined through complementary yet separate processes, there is an opportunity to unify efforts from both bodies. This paper builds on work and stand-ards defined by the bodies, and proposes the design of an interaction manager with features borrowed from both the SCIM and the policy en-forcer. To help validate the design, we have identified a platform known as JAIN SLEE which we believe conforms to the model proposed, and we discuss how JAIN SLEE can be used to implement our ideas.

Deployment of infrastructure, technical support, promo-tion of the initiative and teaching of computer literacy take place during monthly visits of approximately one week, and involve young research-ers from two universities (one previously disadvantaged; the other his-torically privileged). This ensures a synergy between technical exper-tise and understanding of the local context. Findings so far emphasise the importance of contextualising the intervention to suit local needs and adjust to the local context. The platform is currently being extended to include e-government, e-learning and e-health capabilities. If proven successful, this model can be exported to similar areas in South africa and in the rest of Africa. This could open up potential opportunities for the still unexplored market for ICT in rural Africa.

- Description: When adding to or altering a VoIP system, the overall performance and quality of the system is at risk. For example, adding confidentiality, in-tegrity and authentication (CIA) would incur an overhead for each addi-tional security method. A method of measuring the performance of a VoIP system after a change or addition is needed. This paper describes a framework and testbed (DRAPA) which provides a flexible base from which VoIP performance analysis systems can be built. DRAPA gener-ates and collects data from any part of a VoIP system within a real do-main. This paper also discusses the flexibility of DRAPA. While security is our primary focus, DRAPA allows the user to configure the testbed and change the type and nature of data to be collected.

We also discuss the development of new ser-vices and features in iLanga as well as the possibility to manage and customize it. The paper concludes with the description of a pilot de-ployment of iLanga that we are using to test and refine the system.
