- Description: Comrades, this historical 3rd National Summit is convened at a time when the National Democratic Revolution is under attack left, right and centre. We have recently held an ANC Policy Conference; SACP National Congress and COSATU Central Committee, as well as SACCAWU National Bargaining Conference. These Alliance meetings took a number of resolutions for implementation. One has observed a very sorry state of affairs in that some shopstewards who are seen to be very prominent in Shoprite meetings, do not attend SACCAWU structures, let alone COSATU, ANC & SACP structures. This Summit will have to discuss on how we are to revive structures at Shoprite and participation in the aforementioned structures. For the record, it will prudent for one to bring to the notice of the Summit that to date, we have concluded a hand-over of which I will elaborate under NFC in this Report.

We are indeed honoured that you have all, particularly the SACCAWU NOBs, Officials and Guests, went to great length and sacrifices to ensure that you form part of this historic Summit. It is historic in that it is the only meeting of national competence convened in the year the NSSC turns twenty. Lest we forget, the Shoprite Council was launched in 1987, and has over the years relaunched to match the developments that were taking place within the company as it was growing its brands. Without your presence, we have no doubt that our debates would be poorer, leading to decisions that might in the long run prove inappropriate. You are once more welcome and assured that you are free to participate in the deliberations over the next few days. The Council have seen various onslaughts through the years and survived the iron-fisted resolve of the brutal apartheid regime and the capitalist system in its changing forms. It is the experiences of the time that has moulded numerous Shopstewards to an extent of understanding the necessity of participating within the Union and Federation structures. It is no coincidence that today, this Council has many of its Shopstewards in the CEC of the Union. It is of course worthless to have numbers in such structures if we do not play a positive and constructive role in shaping the direction of the Union. We can only do so if we are really grounded on the traditions of the mass democratic movement and the national democratic revolution. The Summit is convened after various components of the Alliance convened their own important gatherings. The deliberations in all such gatherings clearly points to the fact that our revolution is threatened by new tendencies ranging from internal squabbles and political intolerance of each other’s views. The fact that our ANC is now a contested terrain should not surprise us as this was to be expected once we took over political power. What is surprising though is the apparent manipulation of some of our comrades by some forces intent on discrediting the Movement and the Alliance. Such state of affairs place a challenge to the working class, particularly organized labour to fight in defense of the revolution.

The Union believes in the principle of good and fair treatment of Staff and sees this as encouraging motivated and dedicated Officials. We have therefore tried to make Conditions as favourable as possible within the constraints of being a no-profit making organisation. In return, however the organisation does expect diligence, commitment and efficiency. Staff have the right before 1st March, every year to put forward proposals to* National Finance Committee in order to improve Working Conditions. Two Representatives elected from each Region will attend National Discussions/Engagements which shall put together a national mandate and elect Representatives to meet with NFC.

This booklet is intended to assist negotiators, shop stewards and ordinary workers in knowing and exercising their parental rights. In order to win the struggle for parental rights, the understanding of worker rights must reach all the way to the shop floor. This booklet will help to make that understanding a reality. We wish to thank the commitment and dedication by all workers and union officials who have worked tirelessly for the realisation of the noble goal of parental rights and have forced the bosses to reason beyond dogmatic greed to maximise profits. Achievements won thus far have not been easy victories, nor can they be attributed to kindness or a change of heart by the employers. Saccawu assistant general secretary Herbet Mkhize said the fund would operate under Medscheme’s Meddent Medical Scheme for about nine months while the union conducted further research into establishing its own medical aid scheme. Mkhize said trade unions were no longer only competing with one another but also with legal firms that were now offering their services to workers. “Now a trade union has to convince potential members that it offers the best services, “Mkhize said.

- Description: The publication of this Green Paper is the first step taken by the Department of Labour in developing new legislation to regulate minimum employment standards in South Africa. The Department believes that the Basic Conditions of Employment Act (BCEA) 3 of 1933 and the Wage Act 5 of 1957 should be revised and replaced by a single law regulating statutory employment standards. This is needed to meet the country's social, political and economic goals as reflected in the Reconstruction and Development Programme (RDP) and adopted by the Government of National Unity. The purpose of the Green Paper is to promote a debate on the development of the law. It contains proposals and options for discussion. It also briefly describes important aspects of these Acts for people who may not be familiar with their contents. The Green Paper has been prepared by the Directorate: Minimum Standards of the Department of Labour which is responsible for enforcing the BCEA and the Wage Act. It does not represent an official government view. It has not been endorsed by the Cabinet. It awaits the outcome on certain issues of the Report of the Comprehensive Labour Market Commission. The Green Paper will be submitted to the social partners in the National Economic Development and Labour Advisory Council (NEDLAC) for consideration. It is published to obtain public comment and will be circulated to other government agencies to obtain their views. The Green Paper concentrates on the principles that will form the basis for the development of the new legislation. It draws the attention of the public and the social partners to aspects of the existing laws that often do not receive adequate attention.

You tell them about getting legal representation when they are unfairly dismissed and they are members of Legalwise. “If you do not offer more than just representation, then you have lost those members,” he said. Mkhize said just as banks were now under threat from retail outlets which were now offering banking facilities, unions were under pressure to improve their benefits for members and also broaden the scope of benefits. The new fund was put together' by Medscheme’s Negotiated Benefits Unit (NBU) and follows three years of research by Saccawu. NBU head John Eagles said the fund was unique in that it enabled members to register parents as dependants and that it had a range of benefit options.

- Description: Centralised bargaining and the road ahead.In taking the campaign for centralised bargaining forward, the union, in February, once again invited all the employers in our industry to a meeting to discuss the logistics of establishing a forum. Not all the companies attended and those that attended did not commit themselves to this progress. Those that attended raised a number of cosmetic obstacles on the issue, just short of saying they were not interested in the process. The discussions with the participating employers collapsed last month. This therefore lives us with no option but to accept the challenge that the employers are imposing on us.

We are seen as pencil pushers and white collar workers who earn big salaries. Now, the time has come for the truth, to put the record straight and speak as one voice through. The Finance Worker, our own mouthpiece, spearheaded by our union SACCAWU. SACCAWU is the only union that recognises the struggle of the comrades in the finance sector, therefore those workers who are not yet members of our union should organise and join SACCAWU to become a strong force in the finance sector. Workers at Sanlam, Fust National Bank, Metropolitan, Standard Bank, African Bank, Price Forbes &. .Alexander and others have already joined SACCAWU. The time to sit and watch our wealthy bosses (fat cats ) in their flashy cars and huge palaces, whilst we go home with a starting wage, is over. We must organise, unite and support each other to fight for a liting wage, better working conditions, and basic trade union rights. This newsletter will give all the workers in the finance sector the opportunity to have their say on worker issues. It will be up to you the workers, to make this newsletter a success and a pain in the (SjSSS of the bosses. We plan to publish an issue every month, depending on contributions from vou, the workers. The names of workers who'll be sending, in articles and other contributions will remain anonymous if the}- so wish, to prevent them from bemg victimised and intimidated by Management. Living wage structures, demands and strategies for 1990

- Description: The living wage campaign falls under the jurisdiction of the SACCAWU organising and collective bargaining unit. The unit is divided into two sectors, commercial and catering, with co-ordinators for both sectors at national and branch level. The national and branch co-ordinators are responsible for implementing the living wage campaign. Quarterly meetings of all organising and collective bargaining unit co-ordinators are scheduled to be held to monitor and evaluate progress. A national workshop of all negotiators and delegates from the union's negotiating committees was held in January. This workshop carried out planning and formulated strategies on various aspects related to living wage activities and campaigns for this year. Another national workshop is scheduled to be held in November.
