- Description: Being a journalist today can be a deadly pursuit, particularly for those covering conflict and other dangerous assignments. In 2004 more journalists and other media workers were killed than in the last ten years. While it is impossible to guarantee that journalists will not be killed or injured, kidnapped or detained, a policy has been created to help protect them in the course of their duties. This study examines the perceptions of journalists working for two international television news agencies about this safety policy called the ‘Joint code of practice for journalists working in conflict zones’. This policy was adopted in November 2000 by five major television companies including the television news agencies Reuters Television and Associated Press Television News. This study finds that the policy had significant flaws in how it was formulated and how it is communicated, implemented and reviewed. Recognising the existence of unequal relations of power and conflicting interests at play in any policy process, this study stresses that in the case of the journalist safety policy, all stakeholders should have participated in the relevant policy stages. This argument arises from researching the policy document as well as from the point of view of managers, and particularly journalists who work on dangerous assignments, either full-time or on a freelance basis for either of the two television news agencies. It finds that while journalists are not generally aware of the policy, they do practice many of its elements as well as a range of their own custom-made strategies to protect themselves. The result is to make the policy less effective than it could be.

The central premise of this research is that graphic design, as a form of cultural production, is discursive. In this respect, graphic design practice is constructed and constrained by professional discourse, which is in turn informed by social structures. However, discourse is also a site of contestation and graphic designers may challenge or negotiate professional discourse in their practice. It is a qualitative study which tries to evaluate how a particular mainstream media discourse of 'professionalism' is enacted and struggled over in the attitudes, behaviour and perceptions of entry-level journalists and news managers at the newspaper. It asks what the process of 'becoming a journalist' requires of entry-level journalists in terms of their previous education and personal qualities - and examines the newsroom strategies employed by news managers when entry-level journalists do not meet these particular requirements. This thesis looks at how the pressures of operating a daily English-language commercial newspaper may shape both the 'professional' expectations of news managers and their ability to positively contribute to entry-level journalists' 'newsroom training'. In attempting to examine the nature of journalistic 'professionalism', this study explores the ideology of knowledge construction within mainstream South African media. Operating from a 'radical democratic' perspective of journalism, which prioritises journalism as a vehicle for diverse social, cultural and political expression, this thesis suggests that South African media education needs to enable journalism students' understanding of the ideological construction of journalistic 'professionalism'.

- Description: The aim of this study is to find out, against the news genre norms, how representations of particular regions are produced in the structure of newspaper reporting in the foreign news sub-genre. The study focuses on news reports concerning Africa, or African countries, in one Tokyo-based newspaper: The Japan Times/Online. The study is theoretically informed by Cultural Studies – a field of study concerned with the study of ideology and power in discourse – and investigates how Africa and African countries are represented as “other” than developed countries. This is a textual study that focuses on the production moment using Critical Discourse Analysis methods. Critical discourse analysis is interested in the study of ideological forms that have become naturalised over time, so that ideology has become common sense. The first part of the study analyses headlines and reveals evidence of ideological positions adopted by The Japan Times/Online in the representation of, firstly, home or Japanese actors, which is very different to the representation of African actors. The second part of the analysis examines the structures of the texts and the language used therein. The evidence from this analysis shows how Africa is represented as a Third World entity through various crises, including a health epidemic, perceptions of political instability and economic instability, an inadequate business image, as well as market and managerial skills, and wars and conflict. The study concludes with a discussion of the representation of Africa and African countries as a part of the Third World entity. This representation reflects and naturalises social inequality between developed countries and those of the Third World, of which Africa is a part. The representation of Africa as a Third World entity also naturalises the social, health, economic and political conditions said to be characteristic of African countries. It is this process of representation that reveals the power relations between Japan as a First World country and Africa as part of the Third World.

How the South African print media cover economics news: a study of inflation news in four newspapers, 1999-2001

- Description: There is a considerable amount of literature arguing that economics and business journalism is growing. This subfield of journalism is important as economics issues impact on everyday lives of the people. Media have an important role to inform people about the economy and give them a voice to take part in public debates. The down side though is that economics journalism is criticised for not serving the public well in this aspect. Evidence suggests that economics journalism lost its critical character and that there is closer in economics debates. Using content analysis, this study examines coverage of inflation as reported by South African print media. Three major findings emerged: 1) Evidence shows that there are a variety of cases of inflation. 2) There are also similarities among newspapers on what they view as causing inflation. 3) However, media do not draw sources from all sectors of society. The elite, who are educated people and government officials, are over-accessed while the ordinary citizens - although also affected by inflation – are marginalized. Company and government sources top source lists in the media. It is argued that sources play an important role in shaping the news content. They do so by identifying problems and prescribing potential solutions. They set parameters and define terms of reference. However, media also play a mediating role. They do so by selecting sources and structuring sources in stories. They may chose to quote or report what their sources say and even comment on it. This study concludes that in South Africa ordinary citizens have no voices in economics debates. Media used bureaucratic sources only and that is a consonant agenda on inflation coverage amongst newspapers. The heavy reliance on bureaucratic sources and the exclusion of some sectors of society in sources lists raises questions about impartiality of these sources on issues relating to their organisations and institutions. These are not viable sources that could provide information that could expose abuse of power.

This research explored interactivity in online journalism using Nigeria's online Guardian as a case study exploring the nature, levels and utilisation of interactivity and interactive features on the site. This study found that few interactive options are offered in Nigeria's online Guardian and those interactive options on offer just produced an illusion of interactivity; it was apparent that little effort was made to give interactive options on the site the significant attention they deserve. The study highlighted the difference between the availability and use of interactive features on an online newspaper site: the mere presence of such features does not necessarily speak to the levels or nature of interactivity on the site. - Description: This thesis deals with the introduction of participatory research methods to programming staff working at Radio KC, a South African community radio station based in Paarl, in the Western Cape province. The focus is on a series of workshops conducted at the station, dealing with research tools developed to enable station workers to undertake research of their community. The aim was to determine, by means ofa case study, whether the introduction of participatory research methods could improve the ability of community broadcasters to facilitate democratic participation among the communities in which they operate. More particularly, the thesis assesses whether the application of such methods has improved the ability of the programming staff that were involved in this case study to identify a wider range of stories and voices within their target community, for inclusion in programming content. The participatory research techniques that are applied at the radio station are based on ideas in 'civic mapping' developed by Harwood and McCrehan (1996) under the auspices of The Pew Center for Civic Journalism, and supplemented by insights from Friedland (2001) and Downs and Stea (1977) about the cognitive, normative and imagined dimensions of community. All of the ideas and techniques were adapted for the South African situation. The findings of the research project illustrate that for community stations, the key concepts of 'community' and 'participation' are highly complex ones and that stations need assistance to apply these concepts in their everyday practice. The account of the intervention at Radio KC shows that the process did indeed assist the individual research participants to better deal with the application of these concepts. It did not, however, make much impact on the station as a whole. Reasons for this are believed to lie in the organisational dynamics of the station, and the fact that the model as applied in this case did not provide a means for tackling the agendas, investments and power relations that define the activities of individuals at a given community radio station - what Hochheimer (1993) talks about as the entrenchment of power and personalities. In order to address these shortcomings, an attempt is made to develop a model for future application, which places the mapping process within the context of a broader strategic planning process, focussed on a station's programming schedule.

- Description: From the 1990s onwards, significant developments have occurred in the international telecommunications sector that have affected the South African telecommunications industry and peoples’ access to the network. Rapid developments in Information and Communication Technologies and the reorganisation of telecommunications operators through commercialisation, privatisation and the effects of market liberalisation have resulted in monopoly operators moving away from their public service mandates. Globalisation and adherence to World Trade Organisation rules are causing operators to rebalance their tariffs closer to cost. Long-distance rates are decreasing while the cost of local calls is increasing. High-end users of telecommunications services are benefiting while low-end, largely residential users are being priced off the network. The end result is a negative effect on universal access to telecommunications services. This study examines the extent to which commercialisation, privatisation and liberalization are affecting the provision of telecommunications services and the government’s goal of achieving universal access in South Africa. Qualitative research methods were utilised to establish that the state owned operator, Telkom, has transformed itself from a public service operator to one that is fully commercialised and prepared for an Initial Public Offering and competition. Telkom no longer attempts to ensure that its tariffs are affordable for all people. However, positive developments presented themselves in the form of an increasingly competent regulator, a reorganised and dedicated Universal Service Agency, and the popularity of cellular telephony. The primary discovery of this study is that the liberalisation of the South African telecommunications sector cannot be assumed to have a negative effect on the provision of service. This study finds that liberalisation will most likely benefit the country through the role out of new infrastructure, the provision of new services and ultimately the reduction of those services themselves. In order for universal access to be achieved in this country the study recommends that the resources of the Independent Communications Authority of South Africa be enhanced to enable the regulator oversee the industry effectively. Secondly, the Universal Service Agency must provide clear definitions of universal access and universal service as well as manage the Universal Service Fund with greater efficiency. Lastly, the two bodies mentioned above must ensure that services are affordable for all people of this country.

- Description: On July 29 2000, Uganda held a referendum to decide whether to continue with the ruling Noparty Movement system or to revert to the Multi-party platform. This research entails a qualitative content analysis of the role the media played in driving debate and understanding of the referendum and its role in the country’s democratisation process. The research is informed by Jurgen Habermas’s public sphere paradigm as well as the sociological theory of news production. The research covers Uganda’s two English dailies – The New Vision and The Monitor, examining whether they provided a public sphere accessible to all citizens and devoid of ideological hegemony. It concludes that the newspapers were incapable of providing such a sphere because of the structural nature of Ugandan society and the papers’ own capitalistic backgrounds and ownership interests. The research concludes that such English language newspapers published in a country with a low literacy rate and low income levels, can only provide a public sphere to elite and privileged sections of society. A case is then made that multiple public spheres would be better suited to represent the views of diverse interest groups.

- Description: Photojournalism in South Africa is in the process of undergoing a shift from an analogue past to a fully digital future. This shift to digital has already been completed by many of the newspapers in the United States of America and Europe, and the new technology is seen to have made fundamental differences in the way that journalists do their job. This thesis attempts to explore the differences brought about, as well as the problems experienced by the photographic department at the Sowetan newspaper as a result of the shift to digital. How the development of technology has affected the photojournalist throughout is focused upon in a brief history of photojournalism and examples of how technology has shaped different aspects of journalism in both a positive and negative manner is considered. Exactly what digital photography is, how it has been integrated into American Photographic departments and the changes that the new technology has prompted are also explained. The manipulation of images in the past as well as the relative ease of digital manipulation are covered and concerns are raised about the future implications of digital manipulation. By conductlng participant observation and holding interviews, research data was compiled which allowed conclusions to be drawn about the impact that the shift to digital had had on the Sowetan photographic department. Intentional and unintentional consequences were expected and revealed in the research. The job of the photojournalist and photographic editor was found to have changed but perhaps not as dramatically as expected. Third world factors such as crime, poverty and lack of education were discovered to have resulted in problems that differed noticeably from those experienced by American and European photographic departments. Some expected difficulties were not experienced at all, while other major obstacles, specifically the repairs that must constantly be made to the digital cameras, continue to hamper the operations of the new digital department. Some understanding of the problems that might be encountered by future photojournalism departments that are considering making the shift to digital are arrived at, in the hope that they may be foreseen and overcome.

The study investigates the interplay of mediation between the lived cultural experiences of the sample of students and the impact of media messages. Students at Evelyn Hone College come from different ethnic groupings, social classes, religions and regions. They are exposed to both the state and the privately owned media, which represent a range of political viewpoints. The outcome of the December 2001 elections in Zambia gave the impression that people in urban areas in Zambia were less likely to vote on ethnic lines because they had easy access to different media, ranging from print to electronic, which provided them with diverse information about the political scene, and probably shaped their electoral choices. Conversely, their counterparts in the rural areas appeared to vote along ethnic lines, seemingly because of lack of exposure to the media. It was also assumed that most people in rural areas were not as modernized as their urban counterparts who were more exposed to enlightened sources of information such as professional groups and other elite social institutions which helped them to shape their political opinions than most rural people. The study attempts to establish to what extent the media impacted on the selected sample of urban students in the choice of their presidential candidates in the December 2001 elections in Zambia. The study further investigates to what extent other factors such as ethnic inclinations and other social predispositions influenced them in their choice of the candidates. The interviewees for this study were randomly drawn from a population of Evelyn Hone College students that voted in the December 2001 presidential elections in Zambia. The sample consisted of 30 randomly selected students who were purposely stratified in three focus groups of ten each. Each stratum represented the approximate ethnic equivalence of one of the presidential candidates who contested the December 2001 elections.

- Description: In the South African (SA) model of community radio, listeners are expected to be in charge of the management and programming operations of stations. This study tests the SA model against the actual conditions at an existing station. For this purpose, the study focuses on Radio Graaff-Reinet, a community radio station in the Eastern Cape. Emphasis is on examining the extent to which members of the station’s target community are involved in its operations. The study first assesses the nature of this involvement, keeping in mind the principles of, ‘community ownership’ and ‘participatory programming’ on which the SA model of community radio is based. It is argued that the station does provide a valuable ‘public sphere’ for its listeners. The potential of this sphere remains limited, however, due to the impact of ongoing power struggles around the ownership of the station. The lack of proper systems for managing these struggles has contributed to the fact that the station continues to be in a constant state of flux, with a high turnover of staff and regular changes in its policies and strategies. The study argues that, until such systems are put in place, the principles of community ownership will not be fully realizable. Areas in which the struggle over ownership plays itself out can be identified in the relationship between the station’s Board of Directors and its managing staff, between one particular station manager and her staff and between the station and its target community. These struggles often take place in context of a debate about the financial sustainability of the station versus its developmental aims. It is argued that this opposition needs to be questioned since, until the station is financially stable, it will remain vulnerable to interference by powerful individuals and groups in its attempts to establish such developmental aims. The study then goes on to identify key weaknesses in the station’s approach to community ownership and participation. In particular, it is pointed out that various stakeholders in the station have contradictory understandings of what is meant by ‘community’, using the term to include or exclude sections of the Graaff-Reinet society in very different ways. There are also very different understandings at play about the concept of community radio itself. These contradictions have an impact on the station’s ability to implement participatory programming. This situation is exacerbated by the fact that the station does not have a consistent forum in which shared decision-making can take place. Consequently, the station also remains unable to draw effectively on its own volunteer staff and on its community as resources for programming content. Finally, the study explores the broader significance of the weaknesses that exist in the case of Graaff-Reinet, arguing that these are problems that repeat themselves throughout the South African community radio sector. Possible strategies for addressing these problems are suggested, including approaches to monitoring and research, training, organizational development and advocacy.

What results is a sustained examination of media texts within their socio-cultural and historical context. This study s findings challenge the claim that the media report peace objectively and on its own terms. In particular, the study denies that the Sunday Times objectively, fairly and truthfully reported the experience and process in the DRC between August 1998 and January 2001. Instead it finds that the newspaper constructed a particular understanding of peace, peace talks and the peace process, characterised by repetition, ritualisation and personalisation. Furthermore, this study proposes - and echoes the call for - an alternative news reporting model that will enhance audiences understandings of conflict and its resolution, thereby enhancing the quality of their life.

- Description: The press in Uganda has come a long way right from the colonial days when newspapers sprang up, mainly from missionary activity, through the eras of Obote 1 (1962 – 1971), Idi Amin (1971 – 1979), Obote 11 (1980 – 1985), Tito Okello (1985 – 1986) and the Museveni administration (1986 – to date). For most of this time, the press in Uganda enjoyed very little or no freedom to do its work. The year 1986 saw the ascendancy to power of the Yoweri Museveni as president after a five-year bush war with promised to restore peace, democracy, the rule of law, economic prosperity and civic rights and freedoms. Several achievements in these areas have been registered since 1986. Newspapers have sprouted and the broadcast industry liberalised to allow private ownership that has seen the proliferation of FM stations. However, the relations between the government and the press remain strained with journalists arrested and/or prosecuted mainly for offences relating to sedition, publication of false news and criminal libel. This study was intended to examine why journalists in Uganda continue to suffer arrests and incarceration when the country has been reported to be moving towards democratisation. The study was also aimed at assessing the impact of arresting journalists and arraigning them before the courts of law in the period under study and what this portends for freedom of the press and democratisation. It is recommended, among others, that journalists in Uganda need more unity of purpose to pursue meaningful media law reform that will de-criminalise publication wrongs. The civil remedies available to people who feel offended by the press are sufficient, if not excessive. The efforts already undertaken by the Eastern Africa Media Institute (EAMI) Uganda Chapter in this direction should be pursued to a logical conclusion.

However, the history of communications media tells of the commercialisation of each new medium, from radio to television, and the imposition of barriers to access, based on cost. Access to communications media is open to those people who can afford to pay for them. 111e emergence of the Internet spawned renewed hoped that the public sphere ideal would be realised. 111is new technology seemed more powerful than anything that had come before it. The Internet offered the means whereby one could access a global repository of information, stored on a worldwide network of computer networks, and available 24 hours a day. With the Internet, it was also possible to communicate with people on the other side of the world within seconds, using electronic mail (e-mail). Here was a medium that permitted one to send text and pictures to colleagues and friends within a fraction of the time taken by traditional means such as fax, telephone or post. To enjoy the convenience of the Internet though, one had to have a means of access. In South Africa, access could be gained through a personal computer linked to the Internet either through a network in the workplace or an academic or research institution, or via a telephone link to an Internet Service Provider (ISP). What were the names of the first ISPs to emerge in South Africa? When did they emerge and how did they develop? Did the number of ISPs grow or decline? What do ISPs give access to, at what cost and to whom? Do they provide universal access to information? This study addresses these questions by examining South Africa's leading providers of home dial-up internet access, M-Web and World Online, and by exploring the histories of their emergence and development, within the context of current media trends of concentration, diversification and globalisation.

Their vision of what the Internet could bring to their radio station, and what they could bring to a website set the ground for creative and innovative thought. This dissertation is an examination of whether the Internet lived up to the expectations RSG had for it, and whether they were able to use their resources (in terms of their audience, their advertisers and the uniqueness of radio) to create something new and never seen before. The foremost aim of this dissertation is to shed some light onto the up-to-now under researched area of why radio stations have begun to develop on the Internet. Through the analysis of RSG, their comes to this subject some new thoughts and ideas about the convergence of these two mediums. RSG, and radio in general, are examined historically, practically and in comparison to the Internet. This is done in order to fully grasp the project that RSG had set for themselves and to realize where they had come from and where they hoped to go. It is argued that although RSG had hoped for great things, their innovative thought was not enough to guarantee them their dreams. They were not able to fully utilize the resources available to them in combination with what the Internet could offer them to fulfill the expectations they had for themselves. - Description: Contrary to earlier beliefs and media theories such as the hypodermic needle or magic bullet, the audience of public communication is not a passive homogenous mass that easily succumbs to media influence. The audience is active, that is, it makes an effort to interpret media content. Depending on predisposing cultural, political, religious, or economic factors the audience makes different meanings from media texts. Media messages are not wholly controlled by producers, although the producers have their preferred and expected readings. Using qualitative research techniques associated with ethnographic and cultural studies (notably focus group discussions), this study sought to explore the meanings rural people in Malawi make out of human rights and gender messages broadcast on radio and through music. Interpreted against Stuart Hall's (1974b) Encoding and Decoding model, the study concludes that while rural communities understand and appreciate the new sociopolitical discourse, they take a negotiated stance because they have their own doubts and fears. They fear losing their cultural identity. Additionally, men, in particular, negotiate the messages because they fear losing their social power over land, property and family.

These popular magazines are often condemned for their failure to represent women in a positive light although they claim to target women as their market. The objective of this research is to assess and analyse representations of women in selected women’s magazines. Because women’s magazines are part of popular culture, which is not only concerned with the production process but also takes into consideration the needs of the readers, the research seeks to find out whether these magazines meet the expectations of its readers. The study is a combination of qualitative analysis, which looks at the frequency and the manner in which women are represented, with a qualitative interpretation of women’s roles within those representations. The issue of representations of women in women’s magazines is a very complex one as magazines, like other cultural texts are open to multiple interpretations. Consequently, multiple conclusions have been reached and the outcome of the study is therefore a series of three conclusions based on feature articles, advertisements and at a theoretical level.
