State or public service broadcasting?: an analysis of the coverage of political issues and debates during an election campaign on television news

- Description: Public Service Television remains a key institution of democratisation in the context of emerging democracies in Africa, especially with the advent of liberalisation and commercialisation of the media. The democratic changes taking place in Zambia require a genuine public service broadcasting television that will promote pluralism in the public sphere. Among the many available strategies and mechanisms for fostering a sustainable democratic and cultural environment, public service broadcasting is still the best. This study set out to examine representation of political issues and debates during election campaign on ZNBC television news to assess the extent to which it plays a role as a public broadcaster in the mediation of pluralistic politics. Election news on television, in line with the public sphere argument was found to be essential for investigating the nature of public service television from the point of view of impartiality, universality and diversity. Using both qualitative and quantitative methods the study has confirmed the hypothesis that the role of a public service television in the mediation of pluralistic politics is compromised by ZNBC's partial and unbalanced coverage of elections. As a result ZNBC, as a public service broadcaster is undermining the very democracy it is expected to promote. Public service television should take new forms if it is to be recognised and appreciated by the public as a genuine, open and democratic public sphere. I therefore recommend that a system of license fee for viewers be introduced. Secondly, government should increase funding into public service television to supplement revenue from license fee and advertising. Thirdly, I recommend the appointment of an independent board whose members will be appointed for a fixed term, by public nomination and a process of public hearing, according to publicly available criteria, which guarantees diversity of political, ethnic, social and professional background. Fourthly I suggest the formation of an Election News Coverage Committee comprising of journalists, academicians, the church and civic organisation that will formulate and implement editorial policy on election coverage and above all monitor and the coverage of elections on ZNBC television news.

A qualitative method was used as the study required in-depth interviews during which new issues kept on emerging and nothing could be pre-determined because the study took place as the project was being implemented. The study was completed in June 2000, at a point where the project should have been completed but it was discovered that the station could not go on air as a television service had not been conceptualised and there was no management structure in place and the Government of Botswana appealed to the British Government for the staff of the British Broadcasting Corporation to come quickly to Botswana to rescue the project and put it on track, supposedly. The study has concluded that the Botswana television service project became stillborn because there was a lack of professional and intellectual capacity to conceptualise the service, and instead there had been too much concentration on the construction of the TV building and acquisition of equipment.

The Internet has had a major effect on news worldwide, and has contributed to sweeping changes in the news industry in all media. This study looks at the changes and the evolving strategy wrought by online news in the newspaper industry in two countries. In order to do this comparison, a model of the US experience has been constructed, using material published in the US academic and professional journalism press. Since there is no equivalent published material available dealing with the South African experience, interviews were conducted with staff at two newspaper companies (Johnnic and Naspers), and a broad historical overview was created for each company. These “narrative histories” were then compared with the US model, and areas of commonality and difference were highlighted and discussed. Several structural and national differences be tween the two countries were also raised and analysed. Finally, a conclusion as to how applicable the US model is to the South African experience is drawn, and suggestions are made for further study.

- Description: The 1980s and 1990s saw two major changes in the political economy of the media and the world economy at large: technological advancement and transfer and privatisation. There were significant shifts in media industries: newspapers, broadcasting, cinema and telecommunications when governments begun re-regulating their air waves so as to permit private satellite transmission via both encryption and free-to-air, in addition to public service and private channels. In most societies where these changes have taken place, public service broadcasting has been threatened by the rapid rise of commercial institutions, resulting in stiff competition for audiences. This study set out to determine the extent to which commercialisation, in the era of liberalisation and commercialisation of media services in Uganda, has affected Radio Uganda’s programming. Using a combination of qualitative and quantitative methods of investigation, I have established that while Radio Uganda still maintains certain public service principles and values, programming policy has increasingly been changed by commercial considerations. This is shown by the recent rise of commercial programmes and a fall in education and developmental programmes. Limitations of finance and other resources have compromised the roles and character of public service radio programming. The majority of programmes currently on Radio Uganda are evidently geared to attract advertisers rather than serve the public interest. The study recommends, among other measures, that the licence fee be developed as a source of revenue for Radio Uganda. Secondly, government should inject more funding into public service broadcasting institutions to supplement other sources of income, before granting them autonomy. Thirdly, while advertising and sponsorship brings in a considerable amount of revenue, it should not take a central place that undermines the listener’s interest in radio programming. The Broadcasting Council should therefore map out solid policies that will systematically guide Radio Uganda in its programming in the new order.

- Description: This study examines the ideological inflection of the ‘farm killings’ discourse in the Eastern Province Herald articles published in August 1998. ‘Farm killings’ is a media frame which was applied to a spate of killings of people on the country’s farms since 1994. Heightened and sustained media attention on the ‘farm killings’ has lifted the phenomenon from the other ‘run-of-the-mill’ murder crimes, and located it firmly as a matter of public concern and a subject of a broad political and economic debate. In this study I investigate the media coverage of the ‘farm killings’ within the context of these debates. The cultural studies approach to the study of the media provides a fruitful theoretical framework within which this study is located. The ideological examination of the articles is done using the critical linguistics method - a brand of reflexive, interpretative style of analysis which enables a sustained examination of media texts within their social, cultural and historical context. This study’s conclusions pose a challenge to the ‘Fourth Estate’ role often claimed for the media. In particular, it denies that the Herald objectively, fairly and truthfully reflected the experience on the farms during the period of this study. Its main finding is that the newspaper instead, constructed a particular understanding of the killings characterised by subtle racism, bias and partiality.

Digital technology has the capabilities to produce “manipulated” photographs that appear realistic and credible. Credibility is dependent on a variety of factors including codes of realism and codes of production, which fit conventional codes of photographic representation. Manipulation is the act of deviating from accepted codes of photographic representation that may jeopardise the credibility of news photography. This thesis proposes a new theoretical framework that encompasses existing theories of semiotics, ideology, naturalism, realism and credibility. These theories underpin the definitions and discussion on manipulation and credibility. A descriptive survey is used which attempts to discover photojournalists’ views towards credibility. This research draws on qualitative research methods using a largely qualitative questionnaire, which generates both qualitative and quantitative data. The questions are formulated around two case studies of digitally manipulated photographs. The trends and responses in the research data are connected and discussed. The findings of this study are discussed in terms of credibility, awareness of the digital changes, the reason for the changes, the role of a caption, deletion techniques and background changes. The empirical situation is analysed in relation to the theoretical discussions and this study’s theorisation of photographic representation.

- Description: The aim of this study is to analyse selected episodes of the locally produced television programme Generations, in order to identify specific ways in which the programme seeks to forge a South African identity, and in so doing, 'flag' our nationhood as South Africans. These elements of 'South Africanness' are broadly defined as connections to a South African way of life, context, values and experiences. Generations is a programme produced under South African broadcasting local content provisions. These provisions arise out of the need, inter alia, to reflect the identity and multi-cultural nature of South Africa in order to foster 'national identity' and 'national culture'. These elements of 'South Africanness' are extracted through a genre and ideological analysis of selected sample episodes, taking into consideration the theoretical frameworks of the politics of representation and identity. The production context of, and representations made, in Generations, are found to be situated largely within the context of the South African discourses of the ‘rainbow nation', 'African renaissance' and 'black economic empowerment'. The analysis concludes that through the various categories of representations of 'South Africanness' in the selected episodes of Generations, specific instances of identity, that of national culture and national identity are formed.

These provisions arise out of the need, inter alia, to reflect the identity and multi-cultural nature of South Africa in order to foster 'national identity' and 'national culture'. These elements of 'South Africanness' are extracted through a genre and ideological analysis of selected sample episodes, taking into consideration the theoretical frameworks of the politics of representation and identity. The production context of, and representations made, in Generations, are found to be situated largely within the context of the South African discourses of the ‘rainbow nation', 'African renaissance' and 'black economic empowerment'. The analysis concludes that through the various categories of representations of 'South Africanness' in the selected episodes of Generations, specific instances of identity, that of national culture and national identity are formed.

In this section, the study is primarily concerned with which ECN news stories succeed past the gates of national newspapers as these are the newpapers that play an influential role in shaping national perceptions of the marginalised Eastern Cape region. A province burdened with devastating rural poverty, unstable government, and little economic growth, the Eastern Cape warrants little coverage from the national, Johannesburg-based news market. As a result, little news of the Eastern Cape is published nationally, further perpetuating the region’s perceived insignificance on a national level. This point also demonstrates the fact that news both shapes, and is shaped by, our ideologies. News, therefore is ideological (Fishman, 1977). My findings reinforce many of the observations of other media researchers informed by a structuralist approach in the field of news making. However, some elements of news making emerge which appear to be unique in terms of other studies of news making. These elements are primarily a result of ECN’s informal organisational structures which allow the journalists a greater level of autonomy than a larger more bureaucratic organisation might. Pictures are routinely digitised by publications for ease of handling in the layout process, and this makes it relatively easy to alter or manipulate the pictures using computer software programmes. This thesis attempts to gauge the views of South African photojournalists about the digital manipulation of news photographs, and compare these to the views of American photojournalists. It is based on the hypothesis that South African and American photojournalists have different views of what is acceptable manipulation of news photographs, and that their reasons for this will also be different. This thesis also suggests that the manipulation of news photographs is ethically problematic and can damage the credibility of both the photojournalist and the publication in which the photographs appear. The study involves a comparison of the results from a questionnaire given to South African photojournalists and a similar questionnaire given to American photojournalists. The questionnaires were then supplemented by interviews with six South African photojournalists. The thesis then draws conclusions from the responses to the questionnaires and interviews. These conclusions partially support the initial hypothesis, in that there are some differences between the views of South African and American photojournalists, but, on the whole, these are remarkably similar. Photojournalists do seem to find the manipulation of news photographs to be ethically problematic, but they may find the manipulation of other kinds of images (eg fashion or soft news) to be acceptable. South African photographers also find the manipulation of images by other means (eg different lenses or darkroom techniques) to be more acceptable than Americans do. Although the underlying reasons for these views may differ, maintaining the credibility of the photographer and the publication does seem to be the major issue for avoiding digital manipulation. South African photographers seemed to think that if the photographer had done his or her job well, there would be no need for manipulation, and both groups (but especially the Americans) felt that manipulation could often be equated to lying to the reader, and that this might damage their reputation, and that of their publications.

These foreign experiences provide a framework with which to analyse the implications for the SABC as a public broadcaster of the next elections in South Africa. The research was informed by theories of media and democracy. One of the most powerful features of the new technology is its technical ability to facilitate an interactive flow of information. This research examines the concept of cyberdemocracy and the implications for the SABC, especially as it is planning on launching an online election strategy. The democratic roles of journalism and the implications for the SABC are also discussed. As a public service broadcaster, the SABC is bound to educate, inform, and mobilise voters for participation, build community and national identity and scrutinise the poll in the interests of transparency, accountability and fair play. International journalists are advocating a new type of journalism, called public or civic journalism, which combines these roles. This research draws primarily on qualitative research methods, using a case study methodology. It draws upon direct observation and interview methodology in the fieldwork. However, it also uses some quantitative methods in the analysis of the websites and the SABC research.Finally, the research analyses the situation at the SABC and provides recommendations for the election website within this context.

- Description: The study was conducted in Phitshane-Molopo in Botswana. Phitshane-Molopo is located about 115 kilometers south of the main village of Kanye in which the Rural Industries Innovation Centre operates. The study constitutes the first attempt at evaluating audience reach and reception of the RIIC media messages. In this study, a sample of 50 representatives of households (the rationale is covered in chapter 1) was taken, for which a questionnaire was administered, including conducting in-depth interviews with key informants. The study found that RIlC media are not reaching the audience in keeping with the corporate goals and assumptions on the basis of which the communication strategy was established. The audience has claimed that the print media relayed to them through the extension officer channel do not reach them. The study also found that the audience possessed adequate literacy skills and the majority of them could read materials produced in Setswana. Only a few individuals preferred media text produced in the English language. The study therefore deplores RIIC's proclivity towards producing its media texts only in the English language. This has tended to marginalise members of the audience who cannot read in English. It is thus hoped that this study would provide a learning experience for RIIC to consider producing its communication media in relation to the needs of the audience. The study also found that the impact of the RIIC radio programme is very poor, with only a low of 2% of the sample population having listened to this programme. The problem stems from the poor Radio Botswana transmission system. The audience said that for the larger part of the day, they can't get Radio Botswana on air. As a result, they have shifted their interest to the South African radio stations such as Radio Tswana and Radio Mmabatho, which are constantly on air. The study concludes that the RIIC communication strategy is failing in the study area because the paradigm in which it is located is somewhat flawed, as a result of which it does not effectively impact upon reach and reception. At the core of this failure rate are implementation problems and the lack of evaluation that would have picked up the - problems earlier, for which solutions would have been found. Consequently, th~$tudy recommends the need to explore the suitability and effectiveness of the indigenous media for possible syncretization with conventional media as recommended in the need based integrative model (Nwosu and Megwa: 1993). Indigenous media are ideally suited to rural communication needs because they are consistent with the socio-cultural expectations of the audience. RIIC therefore stands to benefit from these media because the bulk of its audience resides in rural areas.

- Description: What newspaper readers see of an event is detennined by what photographs are seley ted and how they are presented. This thesis attempts to deconstruct the decision-making process around selection and presentation of photographs, with the aim of detennining what factors are taken into account in that process. It is based on the hypothesis that there must be a number of factors involved in decisions about news photographs, although these factors may not necessarily be consciously acknowledged in the decision-making process. The study involves a comparison of how five case studies of incidents of political violence, which occurred between 1990 and 1994 in South Africa, were used'in lrinewspapers. The focus on images of political violence is based on the assumption that politically and visually controversial images will give rise to situations in which gatekeepers will be caned upon to question their decisions. The research is based on qualitative research interviews with the decision-makers involved in the case studies. The analysis of the decision-making procedures is based on the theory of gatekeeping. The interviews are analysed in terms of Lewin's theory offqrces, which suggests that, depending on the context, some factors will manifest themselves as positive forces working in favour of the photograph being selected or well presented, while others will take the form of negative forces. The analysis sets out to determine what factors were taken into account in the decision::making process, what detennined their relative degrees of importance and how those relative degrees of importance determined the final outcome. Following an introduction to the practical case study research, dealing with general issues such as picture policy in newspapers and decision-making procedures, each case study is dealt with in turn. After an outline of the context in which the event occurred, the kinds of pictures that were available to the newspapers are described. Then the decisions taken about which to choose and how to use them are analysed in terms of dominant themes. These are themes such as newsworthiness, gruesomeness of content and concern abo!Jt what other media were using. The analysis examines the way the news context and the decision-making context determine the relative importance of the various factors present. Finally the study looks at the conclusions that can be drawn from the five case studies. The conclusion supports the initial hypothesis in finding that these decisions can be shown to have their basis in a fairly limited set of factors. The different results, from study to study and from newspaper to newspaper within a study, are determined by the changing news context and the decisi~n-making context.

It is based on the hypothesis that there must be a number of factors involved in decisions about news photographs, although these factors may not necessarily be consciously acknowledged in the decision-making process. The study involves a comparison of how five case studies of incidents of political violence, which occurred between 1990 and 1994 in South Africa, were used'in lrinewspapers. The focus on images of political violence is based on the assumption that politically and visually controversial images will give rise to situations in which gatekeepers will be caned upon to question their decisions. The research is based on qualitative research interviews with the decision-makers involved in the case studies. The analysis of the decision-making procedures is based on the theory of gatekeeping. The interviews are analysed in terms of Lewin's theory offqrces, which suggests that, depending on the context, some factors will manifest themselves as positive forces working in favour of the photograph being selected or well presented, while others will take the form of negative forces. The analysis sets out to determine what factors were taken into account in the decision::making process, what detennined their relative degrees of importance and how those relative degrees of importance determined the final outcome. Following an introduction to the practical case study research, dealing with general issues such as picture policy in newspapers and decision-making procedures, each case study is dealt with in turn. After an outline of the context in which the event occurred, the kinds of pictures that were available to the newspapers are described. Then the decisions taken about which to choose and how to use them are analysed in terms of dominant themes. These are themes such as newsworthiness, gruesomeness of content and concern abo!Jt what other media were using. The analysis examines the way the news context and the decision-making context determine the relative importance of the various factors present. Finally the study looks at the conclusions that can be drawn from the five case studies. The conclusion supports the initial hypothesis in finding that these decisions can be shown to have their basis in a fairly limited set of factors. The different results, from study to study and from newspaper to newspaper within a study, are determined by the changing news context and the decisi~n-making context.

The International's writers were thus led by the discourse of international socialism to a new discourse, whereby not white workers alone, but a racially-united working class movement would be the key to a socialist future in South Africa. These messages were produced and directed towards a specific audience, the masses to whom the intellectuals were organically linked. Their primary news definers were also drawn from the ranks of these masses. It is further argued that the alternative press came to represent the colonised masses by voicing their needs and aspirations which were marginalised by the mainstream colonial media. Finally, a relatively detailed analysis of the content, the language used and the'messages carried by the alternative press has been made to demonstrate its political agenda, which was to empower the masses to achieve their objective - the attainment of political independence. These issues are analyzed against a background of theoretical frameworks which seek to explain how subordinated groups and classes in a state of domination sought to establish alternative channels of communication in the creation of a counter hegemonic order.

- Description: Anthropological film and videomakers use their media for both research and education. In both cases, a formal technique of observational camerawork is required. In this thesis, appropriate continuity methods and a model of decision-making in camerawork are proposed, which are designed to deal with the certainties and uncertainties encountered in the observational type of ethnographic film. The ethnographic context of the research is the community in the Shixini area of the Transkei, where the author made video-recordings of a number of ritual and everyday events between 1981 and 1984. The model is tested on the case study of a "small event". There is an extensive amount of video material of a four-day mortuary ritual. The model is examined through a first-person account of the influences on decisions during shooting, and through formal analysis. Both of these examinations refer in detail to the unedited video material which accompanies the thesis, and assess how the decisions deal with time and space: with regard to the ritual markers and the continuity method. The thesis concludes that the model of camera work can be used to provide a coherent observation of the small event. The suitability of the model for editing is then tested. The unedited material of the case study is compared with an edited version. The ritual is represented in a narrative segment within a longer documentary, "Shixini December: Responses to Poverty in the Transkei". The complexity of editing operations is examined in detail by a variety of methods, and refers closely to the longer documentary. The fit between continuity in the unedited camera work and the edited version is established. A video copy of this documentary also accompanies the thesis. The unedited observational material is then tested for its use in research. An anthropologist screened the unedited material to ritual participants to elicit their responses, and with the results wrote a dissertation combining interpretation and ethnography. The detail of the ethnography and the consistency of the interpretation demonstrates the value of an observational video record. It does not conclusively demonstrate its validity for research, because the effect of video on memory needs further exploration. Instead of stimulating memory of off-camera action as may be expected, the video seems to anaesthetise it. Continuity methods can provide a clear but partial and fragmented observational record. This record has formal characteristics which are a necessary but not sufficient condition for editing into narrative. Continuity methods may provide a video record that is useful for research. If the video is used for reflexive validation, then a possible effect on the memory of off-camera events must be taken into account. The continuity characteristics of unedited video which result from in-camera editing can, but need not be, evident in subsequent texts based on them.

These documentaries were produced by a variety of producers in order to record aspects of South Africa's contemporary social history, and as a means of contributing - in some way - to changing the conditions described. While the 'content' of the documentaries is historical and social, and their intention political, this study is aimed at elucidating how a documentary, as a representational system, produces meaning. The study is therefore located within the discourse of film studies. My study is based on the theory that a documentary is the embodiment of several relationships: the relationship between social reality and documentary producers; the social relationships engaged in, in the production of the text; the relationship between the text and its audience 1, and the relationship between the audience and its social context. This informs my methodological approach in which analysis appropriate to each area of study is used. Using secondary sources obtained through standard library research, I pursue social and historical analysis of the 1970s and 1980s in order to contextualise both the producers of the documentaries, and their audience. The social relations of production of a text are examined using material gathered through extensive interviews with the producers and published secondary material. How this impinges on the documentary is ascertained through detailed textual analysis of 30 documentaries. For analytical clarity each chapter focuses on a specific aspect of documentary - although I do show how the various relationships impinge on each other. This research finds that the documentaries faithfully reflect the anti-apartheid ideology dominant in the extra-parliamentary opposition in the period under discussion - to the extent that all forms of consciousness are framed by this discourse. An examination of the textual strategies used shows that they are bound by the conventions of broadcast television. They therefore construct a spectator-text relationship which is not consistent with the political concern that democratic relationships be established as the basis of a post-apartheid society. In other words, there is an inconsistency between the ideology espoused, and the way in which film- and videomakers, in their specialised field of production, practise their politics. This can be attributed to the over-riding political intention of the documentarists 'to record' what is happening, and to establish a popular archive which can be used by extra-parliamentary opposition groups in their struggle against apartheid.

The study documents the history of the Defence Act and of the military-press liaison machinery which grew out of it. The introduction defines propaganda as a technique of ideological control designed to supplement the control of society by means of repression. The study sets in context the Government's propaganda strategy before, during and after the Angolan War, arguing that the structures of white domination, including the newspaper industry, are being drawn into the Government's scheme of total co-ordination to fight a total war.

The study documents the history of the Defence Act and of the military-press liaison machinery which grew out of it. The introduction defines propaganda as a technique of ideological control designed to supplement the control of society by means of repression. The study sets in context the Government's propaganda strategy before, during and after the Angolan War, arguing that the structures of white domination, including the newspaper industry, are being drawn into the Government's scheme of total co-ordination to fight a total war.
