Exploring rural youth livelihood opportunities: a case study of a youth centre in Bizana

Bizana, a small rural town in the Eastern Cape, is no exception. This study explores rural youth livelihood opportunities for youth NEET in Bizana. There is limited research done to understand the role of youth centres in providing accessing to rural youth livelihood opportunities. As a result, this study sought to understand the role of youth centres in re-integrating youth NEET into the labour market, as well as into education and training institutions. It utilizes the case study of the Bizana Love Life youth centre by looking at the programmes they offer, and whether they enhance livelihood opportunities for youth NEET. The Sustainable Livelihoods Approach (SLA) was used as a theoretical lens in understanding rural youth livelihood opportunities for youth NEET in Bizana, by identifying the challenges they face and the assets they use to enhance their livelihoods. Against this backdrop, the study adopted a qualitative research approach and an explorative case study design and was supplemented by purposive and snowball sampling methods. Data was obtained using semi-structured interviews with twelve youth NEET participants who are part of the programmes of the youth centre, and two staff members of the youth centre. Findings were analysed using open coding and thematic analysis in line with the objectives of the study. The findings of the study revealed that in attempting to gain employment, extended family support, parenthood, financial reasons, household chores, poor academic performance and lack of work experience were some of the challenges facing rural youth NEET in Bizana. The findings indicate that a combination of human and social capital can be used to support youth NEET in gaining confidence and in preparing them for the workplace. With these findings, the study indicates the need to strengthen existing youth programmes that cater for youth NEET, who are the most vulnerable in the labour market, through skills development and broadening of their social networks. - Description: The 2019 outbreak of the Coronavirus (COVID-19) in Wuhan, China, and its subsequent spread around the world caused uncertainty in the economy and other aspects of life. Most governments around the world took drastic measures to stop the spread of the virus and save lives. The most common of these measures were restrictions on people’s movement and trade. As a result, the world of work in South Africa changed dramatically, with over a million workers losing their jobs. That said, South Africa acutely felt the negative income effects of the COVID-19 pandemic. For those working in the informal economy, the five-week lockdown between March and May 2020 was a period of unprecedented insecurity and hunger, without work, income, or benefits. In light of the above, the study aimed to explore how female street vendors in Lichtenburg survived the impact of the COVID-19 national lockdown restrictions on trading activities between March 2020 and May 2020. The study sought to contribute to the understanding of the gendered impacts of the pandemic, particularly in relation to women in the informal economy, by examining the strategies and coping mechanisms adopted by them. Drawing on the sustainable livelihoods framework, this study examined the experiences of female street traders in Lichtenburg who were subjected to COVID-19 trade restrictions, assessed their coping strategies, and examined their support systems. The study was exploratory in nature, followed a qualitative approach, and adopted a case study design. Depending on the needs of the study, a purposive and convenience sampling techniques were chosen to address the research problem and questions. In order to explore women’s experiences on a specific topic, qualitative, semi-structured individual interviews were conducted with a sample of six female street vendors in Lichtenburg. The collected data were analysed using the thematic analysis technique. In this regard, the findings show that the perception upheld that the informal economy is an employment shock absorber during economic crises has been proven otherwise by the COVID-19 pandemic. The loss of profits led to a reduction in trading activities, which in turn increased the hardships of women street vendors. These vulnerability and hardships were made worse by the absence of government support structures since they were unable to navigate the procedures and had no one to turn to in times of need. The SL approach was chosen as an ideal framework for a study of this nature as it holistically and traditionally focuses on vulnerable population groups around the world. More importantly, the SLA gives agency to these vulnerable groups, as it prioritizes their innovative techniques in mobilizing diverse assets at their disposal in order to survive. The study is, therefore, ideal as it also gives agency to selected black female street vendors by examining how they utilized diverse assets at their disposal to sustain their livelihoods. This study seeks to contribute to the ongoing debate on urban livelihoods and the informal economy in South Africa, focusing particularly on the different methods or strategies employed by black female street vendors to enhance the sustainability of street vending as a livelihood. Due to the nature of this study, which seeks to capture the lived experiences of the selected black female street vendors in Makhanda, qualitative research methodologies were used to collect and analyse data. This study proved street vending to be a survival strategy that is used by black unskilled women in pursuit of livelihoods. It argues that, faced with the socio-economic realities associated with high unemployment, street vending can be used by many to best support their households. When it comes to livelihood strategies, this study found that, livelihood diversification is the most common livelihood strategy adopted by street vendors in Makhanda, with the only difference being the type of diversification adopted. Two forms of livelihood diversification strategies were identified in this study, and these included: product diversification and income diversification. The conclusion drawn from the findings argues that the selected street vendors in Makhanda strategically used different assets accessible to them to enhance and sustain their livelihoods. - Description: While precarious and poorly-regulated forms of employment are on the increase worldwide, the patterns vary significantly over time and space. This study sought to understand employees’ perceptions of non-standard employment (NSE), the reasons why employers resort to NSE and why they use particular types of NSE. In addition, the research explored how labour law protections for NSE are applied in particular workplaces. Drawing on the regulation approach, which provides a conceptual framework to explain changes in production and employment relationships under specific spatio-temporal conditions, this study focused on three companies in Makhanda. Furthermore, this study employed a qualitative research method to explore the employees’ perceptions on non-standard work. This was done by using an interpretive approach to explore how workers experience NSE and how Eastern Cape citizens in Makhanda navigate the scourge of unemployment and exploitation in the labour market. Moreover, the research investigated how employees experience the efficacy of their employment rights in the workplace. The employment rights observed in the study include (among others) leave, contract of employment and collective bargaining; all of which are provisions in the Labour Relations Act. The findings in the study do validate the use of NSE as a ‘tool’ to curb high unemployment. However, the study finds that the positive result of job creation does not signify job security for non-standard workers, instead beneath the rhetoric of job creation and investment, lies hidden the exploitation of vulnerable groups of citizens and extension of precarious forms of employment. This is because businesses engage in economic competition locally and globally. Therefore, in order to successfully compete against other, employer’s cut on labour expenses by adopting a “race to the bottom,” the effect of which is paying employees below the minimum wage. Moreover, this study opposes the argument that NSE is a stepping stone to permanent employment. The conditions which prevail in NSE are distinctly different from those in the Standard Employment Relationship (SER), making it difficult for employees to transition to a new labour market. Mega-churches and the neo-Pentecostalisation of South Africa’s black middle class

- Description: This thesis argues that the presence and expansion of South African neo-Pentecostal Charismatic Churches (neo-PCCs) and mega-churches holds significant political economy consequences. Methodologically, the thesis is anchored on digital and in-person ethnography, life history and in-depth interviews. The central argument of this thesis is that neo-PCCs and mega-churches are holding spaces for societal change. The symbolic capital of neo-PCCs and mega-churches and the neo-Pentecostalised habitus, which is co-produced by middle-classes acts as a conduit that facilitates social transitions of political and economic orders. Indeed, religion emerges as a transition mechanism as Durkheim argued for France. It has helped South African social groups to extricate themselves from racist discourses, foster non-racialism and build empowered, somewhat deracialised modern middle-class discourses and tastes. White and Black middle classes have co-produced neo-Pentecostal habiti in the post-apartheid era, that have first, built dispositions for neoliberal capital democracy from apartheid capitalism, second as a middle classing and elite making mechanism and field, third as a stabilising, consolidating and upward strategy of social reproduction. In this way, neo-PCCs and the Black middle class have significantly affected the post-apartheid social formation by producing dispositions that uphold financialised neoliberal capitalism. Significantly, accumulated cultural capital is an indispensable resource in initiating and building post-apartheid institutions. As in the neo-PCC field, it has been pastors, prophets and bishops that have demonstrated the capability to accumulate, transubstantiate and maintain cultural capital that has made their churches comparatively durable social institutions. In a political economy context of state-capture and corruption, a post-GFC-and-COVID-19 milieu characterised by the absence of economic growth, rising unemployment, business closure and ever-increasing interest rates that affect indebted middle-class households and the poor alike, the mega-churches studied herein and their neo-Pentecostalised Black middle class adherents expressed an intense dislike for South African politicians across party lines, and especially the poor performance of the African National Congress-dominated state. So that it is possible that mega-churches and their leaders will outlive many new political parties and independents in the same way that they have outlived post-1994 political parties such as the New National Party, Agang South Africa and the Independent Democrats. Much like the buffer Black middle class that was promoted by the apartheid state as a project of reforming apartheid in the 1970s, whose political activism was pragramatically disengaged, this will likely continue, unless if, generally the post-apartheid Black middle classes shift their sociality from in-ward looking-enclaved social anxiety. , Thesis (PhD) -- Faculty of Humanities, Sociology, 2023

- Description: This thesis argues that the presence and expansion of South African neo-Pentecostal Charismatic Churches (neo-PCCs) and mega-churches holds significant political economy consequences. Methodologically, the thesis is anchored on digital and in-person ethnography, life history and in-depth interviews. The central argument of this thesis is that neo-PCCs and mega-churches are holding spaces for societal change. - Description: Land use shifts from commercial agricultural farming to game farming through wildlife tourism, has been prevalent in post-apartheid South Africa. Scholars have argued that wildlife tourism to be more profitable than other forms of commercial farming. As such, game farming has been promoted as a community-engaged vehicle for rural development through the creation of better employment opportunities. This study explored the implications of these shifts on the livelihoods of farm workers living on the game farms. Unlike labour tenants, farm workers who live on the private game, earn a wage. However, farm workers’ accommodation on the game farm is dependent on them being employed on the farm. The aim of the study was to explore the impacts of game farms on the livelihoods of farm workers since the shift from commercial agricultural practices to tourism services in the form of private game reserves. A case study research design was used to gather in-depth information about the multiple realities of the participants, not only about their employment relationships, but also their experiences living on the property on which they are employed. I collected data mainly through semi-structured interviews. I also collected and analysed company documents. The study adopted a Sustainable Livelihoods Framework as a theoretical schema to analyse the livelihood assets readily available to the farm dwellers and the various livelihood strategies they used to make ends meet. The findings of the study revealed that residing on the game farm, although it provided access to free accommodation, tended to pose several challenges to the workers, including i) exploitative employment structures and ii) insecure land rights. The findings also revealed human capital development initiatives mandated for employees were not formally documented. As a result, employees were confined in their current employment. Consequently, the study revealed that participants who had been employed by the game farm for over a decade showed little evidence of enhanced livelihoods. While these are important, its mental health effects are given attention in this dissertation. In particular, this is explored through social media platforms, which saw increased usage as a result of regulations on movement to slow the Virus’ spread. This is explored during the hard lockdown (or ‘Alert Level 5’) and further, focuses on young adults, key users of social media platforms. Max Weber’s ‘social action theory’ and Michel de Certeau’s ‘theory of everyday life’ are drawn on, which help to analyse social relations from an individual level; and are used to explore the kinds of expressions made on a social media platform, and what can be said in mental health terms. These theoretical frameworks are applied to a university “Confessions” page, used mostly by young adults, where submissions were made anonymously. Findings indicate a great deal of trauma associated with the COVID-19 pandemic, but also evidence of the emergence of collective responsibility. They show the immense sacrifices made by participants for the opportunity of an education, and provide a window into the kinds of subjectivities experienced by South African young adults. - Description: The primary purpose of this study is to examine the experiences of students with learning disabilities in accessing assistive technology at South African universities. The field of learning disabilities is relatively emerging in South Africa. Critical scholarly literature demonstrates that universal access, democratic participation and inclusion remains a challenge for students with learning disabilities in higher education. This research is informed by the Social Model of Disability (SMD) and the Universal Design for Learning (UDL), which are considered vital elements of disability inclusion and transformation in higher education. The social model of disability provides valuable insights into social barriers that continue to marginalise, discriminate and exclude those living with disabilities. This research is primarily qualitative using in-depth semi-structured interviews. Quantitative surveys were utilised to further complement the research. The unit of analysis in this study were students with learning disabilities, academic, library, disability unit, Student Affairs Services and ICT staff members. Two universities were chosen for this purpose: one with a dedicated disability unit and another one still in its infancy in establishing a disability unit. The findings indicate that the disability services offered to the students at the two institutions are qualitatively different. This study reveals glaring gaps at institutional level in the nature and extent of support services available to students with learning disabilities: lack of adequate resources including funding, inaccessible assistive technology, lack of training and expertise and staff attitudes in dealing with students with learning disabilities. The study found that after the students with learning disabilities disclose, they are neglected, and experience negative attitudes and stigma. The study showed that sometimes it is hard and expensive to get accommodations as a student with learning disabilities. The findings suggest that having a dedicated disability unit increases inclusion and awareness about available services compared to universities that do not have them. A concern was raised by the staff members that students with disabilities do not make use of the available assistive technology. This study calls for integrating the universal design for learning with assistive technology to enhance the inclusion of students with learning disabilities in South African universities. This will assist students with learning disabilities to achieve better academic outcomes and complete their tasks more efficiently and independently. - Description: This dissertation tests the claim made by a large membership-based organisation that it is a social movement. The organisation, Vulamasango Singene (VS) operates across the rural areas of large parts of the Eastern Cape Province. It has, for twenty years, advocated for the re-opening of land restitution claims for a specific category of forced removal known as “betterment”. This study provides an analysis of an organisation that has yet to achieve its objective in spite of sufficient financial resources, logistical and strategic support, numeric strength and the legal clarity of its demand. The research is situated within the framework of social movement theory. The study examined the origins, institutional infrastructure, demographic make-up, activities and culture of VS. These were analysed against four components that are identified in the literature as key characteristics of a social movement. These are: (i) informal networks (as opposed to structured and managed engagements); (ii) a plurality of actors (as opposed to a homogenous grouping); (iii) mobilising around issues of conflict; and (iv) sharing common beliefs and demonstrating solidarity. Data were gathered through an archival study and field research. Semi-structured interviews were carried out with a sample of VS’s leadership, and staff of the non-governmental organisation in which VS originated, as well as expert informants in the land reform arena. The findings with respect to each of the criteria were: (i) VS’s structure was rigid and internal communication was largely formal. (ii) There was almost no demographic or political diversity within VS. (iii) VS had, in the past, mobilised around issues of conflict, but there had been no mobilisation for ten years. (iv) While there was some evidence of sharing common beliefs and demonstrating solidarity, this was limited. The conclusion reached was that VS is not a social movement. This does not imply that VS is not an important democratic or representative organisation. It does, however, provide a theoretical position from which VS, and other organisations, can direct further action. The study touched on the relationship between northern donors, local professional NGOs and grassroots organisations in South Africa. Interactions among these institutions impact on the way that organisations and social movements develop. Comparisons with other similar organisations were made and similarities and differences were highlighted. Year-end oversight in Local Government: a case study of water and sanitation service delivery at Amathole District Municipality

- Description: Poor service delivery is a challenge that has continued to plague the constitutional democracy of South Africa. Legislation has, in response, been passed to ensure efficient service delivery. Despite this legislation, municipal service delivery has been alarmingly poor, and reports on municipal performance and newspaper articles have corroborated this. On the causes of poor service delivery, the existing literature appears to have focused on financial mismanagement, corruption, and the incapacity of officials. Absent from existing literature are discussions on how municipal service delivery is affected by the lack of interrelatedness between municipal public resource management processes (such as revenue collection, expenditure management and oversight). This dissertation addresses this gap by examining the municipal public resource management processes from an oversight perspective. The study sought to analyse the effectiveness of year-end oversight at Amathole District Municipality (ADM) over water and sanitation services. This research aimed to study the year-end oversight over service delivery with reference to the Municipal Public Resource Management (MPRM) model. According to the model, effective service delivery includes inter alia effective oversight, as oversight forms part of the entire system of the municipal resource management cycle. Thus, for the MPRM model, oversight should be exercised on all these processes. The research was a desktop analysis that used both a qualitative and quantitative research methodology. The primary document analysed was the ADM Oversight Report (OR). This report is produced by the Municipal Public Accounts Committee (MPAC) and reflects the year-end oversight conducted by the MPAC on the municipality's activities. In the analysis of the OR, it was concluded that the ADM MPAC had failed to conduct effective year-end oversight of W&S services. The efficacy of the ADM MPAC's year-end oversight was measured against guidelines for effective year-end oversight from the National Treasury and the MPRM model. - Description: Urbanisation is occurring on a massive scale globally and even more so in the less developed regions of the Global South including sub-Saharan Africa (SSA). Like other developing regions of the world, urbanisation in SSA is not occurring alongside a corresponding growth in urban economies. Resultantly, it is taking place in tandem with the rising scourge of urban poverty, including food insecurity. While urban food insecurity is a clear challenge in SSA, the challenge has however not been met with equal vigour in policy making and implementation circles and even in academia. Problematically, the urban food security literature often focuses on one element of the food system without giving due attention to other components of the system. Resultantly, broader systemic failures and the dynamics related to the different actors across the system-elements are missed. There has thus been recent calls to embrace urban governance in studying urban food systems, which this study does. The thesis examines the urban food system in Bulawayo (in Zimbabwe) with specific reference to urban governance and household food security to understand sociologically the complex multi-dimensional processes, structures, systems, and practices underpinning the urban food system. As a result of the complex nature of food systems, an eclectic analytical framework is employed encompassing Obeng Odoom’s DED framework, Clapp and Fuchs’ framework of power, Gaventa’s power cube and theories of everyday life derived from de Certeau and Lefebvre. Methodologically, the study is informed by a Critical Realism paradigm which accommodates the convergent mixed methods research design employed. The research strategy employed was that of a survey and case study. Key findings reveal that the Bulawayo food system, from production to consumption, is complex and is nested within broader national and international food systems. Although without a direct and explicit mandate on food security, the local authority is at the centre of urban governance processes as it employs a plethora of strategies to influence the nature of the food system. As a result of the complex nature of food systems, an eclectic analytical framework is employed encompassing Obeng Odoom’s DED framework, Clapp and Fuchs’ framework of power, Gaventa’s power cube and theories of everyday life derived from de Certeau and Lefebvre. Methodologically, the study is informed by a Critical Realism paradigm which accommodates the convergent mixed methods research design employed. The research strategy employed was that of a survey and case study. Key findings reveal that the Bulawayo food system, from production to consumption, is complex and is nested within broader national and international food systems. Although without a direct and explicit mandate on food security, the local authority is at the centre of urban governance processes as it employs a plethora of strategies to influence the nature of the food system. The fieldwork for the thesis involved primarily in-depth interviews with thirty Zimbabwean teachers residing in six selected KwaZulu-Natal townships (and teaching at six different secondary schools), as well as fifteen South African teachers, five school administrators and thirty other South African citizens. The sample of Zimbabwean teachers was stratified in relation to the different townships, as well as gender and the number of years teaching in South Africa, so as to investigate whether and how these variables may configure the socio-cultural experiences of these teachers. A consideration of variation in the number of years of teaching in South Africa in particular allowed for an examination of possible shifts in socio-cultural experiences over time, as negotiation along interfaces is an ongoing and contingent process. The findings demonstrate a range of experiences and challenges faced by Zimbabwean teachers in KwaZulu-Natal (with regard to both township and school life), some of which they share with South African teachers but many of which are unique to them. At the same time, there are important differences amongst Zimbabwean teachers in relation to how they interface with South African citizens and teachers. While some teachers negotiate local spaces through active socialising and assimilating into the lifeworld (township life of South Africans and the institutional culture of township schools), other teachers move through the space by way of isolation, withdrawal, and alienation. - Description: This study investigated the impact and influence of culture in the provisioning of comprehensive sexuality education , the case of urban schools of Mpika district of Zambia. The specific objectives were to investigate the frameworks that inform the teaching of CSE in schools, explore ways in which influence of culture on the framework affects the leaners participation in learning CSE, explore the influence of cultural norms, metaphors, and values on that framework, explore whether cultural norms have an impact and influence on teachers and explore whether there is a discrepancy between cultural values and CSE. The methodology which was used in carrying out the research was descriptive research design and purposive sampling was used in which a sample of 21 respondents who are leaners were picked and 5 teachers who teach CSE were chosen. The interview schedule was used to collect data from the sample which was drawn. The data gathered was analysed using concepts and themes as well as observer impression. The findings of this research are that there is a framework that informs the teaching of CSE in schools whose aim is to curb school drop outs by reducing teen pregnancies and high infection rates of STIs and HIV/AIDS. The framework seeks to empower knowledge on the adolescents in relation to gender norms, rights in relationships and sexuality. The major findings of the research are that culture has an influence on the teachers and leaners. Of particular discovery is the use of symbols through charts which display human private parts. This is construed by the teachers and learners to be against their cultural beliefs. Furthermore, language that this subject uses is culturally seen to be too strong and vulgar , to both teachers and leaners. This study found out that open discussion in class of the topic on sexuality does not sit well with the leaners as it is against their cultural orientation. - Description: Unemployment is a long-standing and pressing socio-economic phenomenon that affects, markedly, both developed and developing countries. Although, in one way or another, many people are affected by unemployment, the reviewed literature concurs that youth unemployment is a critical component of the overall unemployment challenge. Indeed, the burden of unemployment is borne, tremendously, by young people, especially those who are Not in Education, Employment, or Training (NEETs). The International Labour Organisation (ILO) has declared youth unemployment a global crisis, with approximately 67,6 million unemployed young people worldwide in 2018. In South Africa, the youth unemployment rate escalated to 56.4 per cent in the second quarter of 2019. This disturbing level of unemployment among young people poses a serious threat—for as long as young people stay unemployed. Indeed, the cost of unemployment is too high, not only does it engender discontent among young people who are floundering in poverty and frustration, but it can also trigger or perpetuate all sorts of social, political, and economic effects. These effects only exacerbate the already intricate and onerous global agenda of tackling unemployment— because they give rise to other socio-economic ills (e.g., crime, among others) that also need to be addressed. Owing to this grave and perpetual challenge of unemployment, exploring and understanding the dynamics of youth unemployment continues to be of paramount importance worldwide. This thesis, in particular, seeks to investigate the factors that impede on the employment of the NEETs category, as it may be extremely difficult for them to enter the labour market— and they may lose hope of entering the labour market later in life, if they are unsuccessful while still young. Unlike graduates or other youth categories (i.e., matriculants) who have better chances in the labour market, some young people (by virtue of being ‘dropouts’, teenage moms/dads, having failed matric, among other reasons), remain the most vulnerable to unemployment. For this reason, the primary aim of this thesis is to examine the ways in which employers’ recruitment strategies advantage or disadvantage young people (NEETs). The secondary aims include: (a) examining how employers' perceptions and attitudes, regarding the NEETs youths, influence their recruitment decisions when it comes to employing young people; and (b) understanding the ways in which government strategies (devised to combat youth unemployment) influence employers’ decisions to recruit the youths’ or not. In essence, this study seeks to explore the demand-side factors in the labour market that can help us understand how employers’ recruitment decisions (or recruitment behaviour) affect the employment prospects of young people in the labour market. The focus on demand-side factors is motivated by Labour Market Segmentation (LMS) theories, which serve as the theoretical framework of this thesis. LMS theories’ significance lies in their opposition to neoclassical economics, that posit the existence of a unified labour market (which operates like all other markets), consisting of buyers and sellers in ‘free’ competition. According to neoclassical theory, the difference between workers’ employment and wages is determined by ‘individual preferences’ and investments in ‘human capital’ (skills, experience, formal education, etc.). By contrast, LMS theorists argue that labour markets are fragmented, and that differences on the demand side imply differences in compensations that are not totally determined by individual workers' human capital. Inspired by the claims of LMS theories, this study elected to explore demand-side factors by applying qualitative research methods and techniques to gather and analyse the data gathered, and to ultimately address the research objectives. In particular, non-probability sampling was used to sample 20 firms from four sectors (manufacturing, retail/hospitality, finance, transportation) in the Johannesburg (CBD) region. The respondents were all asked a series of semi-structured questions in order to yield qualitative results that would help determine the employers’ dispositions towards young people; and about the government’s strategies that address youth unemployment. The aim is to provide an in-depth, nuanced understanding of how the respondents’ dispositions influence the inclusion or exclusion of young people in the employers’ recruitment considerations. The aggregate results of the study generally indicate that—although there are innumerable factors that affect young peoples' employment prospects—young people (without skills and tertiary education or matric) are actually being employed, and are still being considered for employment by the majority of the sampled employers (predominantly from retail/hospitality firms). Only a minority of employers stated, categorically, that they do not employ young people, and do not intend to do so. Conversely, the results also reveal that the the majority of employers often recruit young people for general and entry-level jobs that are often offered on a non-standard employment basis. At face value, the employment of young people (without skills) in the majority of the sampled firms may seem to make a difference—and it probably does, for as long as young people are exposed to the world of work. However, in the 4 grand scheme of things, the kind of employment offered in these firms is also problematic, because it is, basically, transient and unsustainable. As such, the young people that occupy these jobs are most likely to find themselves back in the unemployment queues whenever the ‘part-time’ or ‘temporary’ employment contracts are terminated. These jobs are especially problematic because policies such as the National Development Plan (NDP) 2030—in line with Sustainable Development Goals—aim to reduce poverty by creating sustainable employment. Contrarily, these kinds of jobs make it hard to achieve poverty reduction, because they are inherently unsustainable and barely lift people (especially young people) from unemployment and poverty. Based on these results, it can be asserted that the proliferation of non-standard employment compromises the agenda for decent work, and it delays the already sluggish Sustainable Development goal of creating sustainable employment (among other goals). This, then, reveals that there is still a stark and long-standing need for more radical strategies that will ensure the creation of sustainable jobs—without which the unemployment crisis will be far from over. Moreover, the results further indicate that the reasons why the minority of the sampled employers do not employ young people boil down to the fact that young people usually do not have what employers look for in their potential recruits; or that young people do not have what employers believe will contribute to the growth and productivity of their firms. In essence, employers will never employ any young person (or any jobseeker in general) that will be a liability than an asset in their firms. Over and above, this thesis corroborates many of the explanations—encapsulated in the growing literature—for rising unemployment, as well as the claims that unemployment is highly pronounced among young people. These effects only exacerbate the already intricate and onerous global agenda of tackling unemployment— because they give rise to other socio-economic ills (e.g., crime, among others) that also need to be addressed. Owing to this grave and perpetual challenge of unemployment, exploring and understanding the dynamics of youth unemployment continues to be of paramount importance worldwide. This thesis, in particular, seeks to investigate the factors that impede on the employment of the NEETs category, as it may be extremely difficult for them to enter the labour market— and they may lose hope of entering the labour market later in life, if they are unsuccessful while still young. Unlike graduates or other youth categories (i.e., matriculants) who have better chances in the labour market, some young people (by virtue of being ‘dropouts’, teenage moms/dads, having failed matric, among other reasons), remain the most vulnerable to unemployment. For this reason, the primary aim of this thesis is to examine the ways in which employers’ recruitment strategies advantage or disadvantage young people (NEETs). The secondary aims include: (a) examining how employers' perceptions and attitudes, regarding the NEETs youths, influence their recruitment decisions when it comes to employing young people; and (b) understanding the ways in which government strategies (devised to combat youth unemployment) influence employers’ decisions to recruit the youths’ or not. In essence, this study seeks to explore the demand-side factors in the labour market that can help us understand how employers’ recruitment decisions (or recruitment behaviour) affect the employment prospects of young people in the labour market. The focus on demand-side factors is motivated by Labour Market Segmentation (LMS) theories, which serve as the theoretical framework of this thesis. LMS theories’ significance lies in their opposition to neoclassical economics, that posit the existence of a unified labour market (which operates like all other markets), consisting of buyers and sellers in ‘free’ competition. According to neoclassical theory, the difference between workers’ employment and wages is determined by ‘individual preferences’ and investments in ‘human capital’ (skills, experience, formal education, etc.). By contrast, LMS theorists argue that labour markets are fragmented, and that differences on the demand side imply differences in compensations that are not totally determined by individual workers' human capital. Inspired by the claims of LMS theories, this study elected to explore demand-side factors by applying qualitative research methods and techniques to gather and analyse the data gathered, and to ultimately address the research objectives. In particular, non-probability sampling was used to sample 20 firms from four sectors (manufacturing, retail/hospitality, finance, transportation) in the Johannesburg (CBD) region. The respondents were all asked a series of semi-structured questions in order to yield qualitative results that would help determine the employers’ dispositions towards young people; and about the government’s strategies that address youth unemployment. The aim is to provide an in-depth, nuanced understanding of how the respondents’ dispositions influence the inclusion or exclusion of young people in the employers’ recruitment considerations. The aggregate results of the study generally indicate that—although there are innumerable factors that affect young peoples' employment prospects—young people (without skills and tertiary education or matric) are actually being employed, and are still being considered for employment by the majority of the sampled employers (predominantly from retail/hospitality firms). Only a minority of employers stated, categorically, that they do not employ young people, and do not intend to do so. Conversely, the results also reveal that the the majority of employers often recruit young people for general and entry-level jobs that are often offered on a non-standard employment basis. At face value, the employment of young people (without skills) in the majority of the sampled firms may seem to make a difference—and it probably does, for as long as young people are exposed to the world of work. However, in the 4 grand scheme of things, the kind of employment offered in these firms is also problematic, because it is, basically, transient and unsustainable. As such, the young people that occupy these jobs are most likely to find themselves back in the unemployment queues whenever the ‘part-time’ or ‘temporary’ employment contracts are terminated. These jobs are especially problematic because policies such as the National Development Plan (NDP) 2030—in line with Sustainable Development Goals—aim to reduce poverty by creating sustainable employment. Contrarily, these kinds of jobs make it hard to achieve poverty reduction, because they are inherently unsustainable and barely lift people (especially young people) from unemployment and poverty. Based on these results, it can be asserted that the proliferation of non-standard employment compromises the agenda for decent work, and it delays the already sluggish Sustainable Development goal of creating sustainable employment (among other goals). This, then, reveals that there is still a stark and long-standing need for more radical strategies that will ensure the creation of sustainable jobs—without which the unemployment crisis will be far from over. Moreover, the results further indicate that the reasons why the minority of the sampled employers do not employ young people boil down to the fact that young people usually do not have what employers look for in their potential recruits; or that young people do not have what employers believe will contribute to the growth and productivity of their firms. In essence, employers will never employ any young person (or any jobseeker in general) that will be a liability than an asset in their firms. Over and above, this thesis corroborates many of the explanations—encapsulated in the growing literature—for rising unemployment, as well as the claims that unemployment is highly pronounced among young people. Through a longitudinal study of land and livelihoods on these A1 farms, this study seeks to identify the multi-faceted character of land degradation on the farms, the multi-layered conditions (or causes) facilitating land degradation (specifically, the farm-based livelihood practices) and the effects of this land degradation on these very livelihood practices. This includes a focus on farmers’ understandings of land degradation and how these understandings may or may not condition livelihood practices on the two farms. Of particular importance is the presence of not only agricultural practices, but also high levels of illegal and legal mining on the farms and in the surrounding areas. In pursuing this study, the thesis draws upon the Sustainable Livelihoods Approach alongside Margaret Archer’s morphogenetic sociological perspective. Combined, they provide an intricate understanding of the relevance of both structure and agency to the analysis. Local government is mandated to play a developmental role and has a responsibility to redress these socio-economic inequalities at grassroots level. According to the Constitution of South Africa, the local government sphere is obligated to adopt and practice good governance. Whilst good governance means different things to different people, this study argues that good governance is characterised by transparency and accountability, and the use of public resources in an accountable and sustainable manner in order to ensure the progressive realisation of the needs of the municipal residents. This study explores the relationship between oversight and service delivery by examining the Municipal Public Accounts Committee’s oversight of electricity services in Raymond Mhlaba Municipality (herein referred to as RMM) in South Africa’s Eastern Cape Province. It makes use of a case-study research design to inform its data collection and analysis. Officials responsible for electricity service provision and councillors responsible for overseeing the performance of electricity services in RMM were interviewed. These interviews were analysed together with a document analysis of RMM, and a review of relevant local government legislation. The research findings indicate that the Municipal Public Accounts Committee (herein referred to as the MPAC) in RMM failed to engage in effective oversight due to (1) a lack of familiarity with the municipality’s plans for electricity services, (2) a lack of familiarity with the targets for revenue collection and expenditure management for electricity services, and (3) a lack of rigorous oversight and monitoring of the municipality’s spending and implementation of targets set out in its electricity plans. - Description: Postal organisations play an important role in the provision of basic communication services. In Zimbabwe, post offices have a large physical distribution network of over 240 post offices country-wide to make communication services accessible to the populace. However, e-substitution has threatened mail business significantly. Postal operators globally are experiencing declining mail volumes in the face of advanced information and communication technologies. The overall goal of this thesis was to undertake a socio-historical analysis of organisational change at ZimPost using Taylorism, Fordism and post-Fordism as broad ideal types to explain how industry evolves in different phases of capitalism. National politics and economics play an integral role in how Taylorism, Fordism and post-Fordism assumed at ZimPost. Studies on these broad organising types have mainly focused on private sector organisations. However, this thesis argues that these analytical paradigms are also valid in public sector organisations, but they will unfold differently given the context in which change is experienced. Using a qualitative approach, the study established that the 1980s and 1990s can best be described as the ‘golden years’ of postal services in Zimbabwe, characterised by mass production and mass consumption of postal products and services. At that time the Posts and Telecommunications Corporation enjoyed a monopoly of postal services in the country. The stable market share, competitive salaries for postal workers, increased unionisation and a fairly stable economy enabled a Fordist regime of accumulation to develop. The cycle broke down when the mode of regulation was weakened by national economic and political changes towards the late 1990s. PTC started to experience a decline in the consumption of postal products. The decline was also attributed to increased competition from smaller private courier operators that could provide specialised services to a market with changing needs. With increased competition, the advancement of information, and communication technologies, mail volumes dwindled. This period can best be described as the crisis of Fordism at ZimPost. In the year 2000, the government unbundled the posts and telecommunications corporation to create four companies including Zimbabwe Posts. This was perceived as one of the most radical organisational changes in the history of postal services in Zimbabwe. More organisational changes took place at ZimPost that can best be described as characteristics of post-Fordism. These changes were attempts by ZimPost to remain relevant in light of the economic, political and technological changes taking place in the country. The postal operator introduced customised products in the form of agency services, supported by increased use of information and communication technologies in the post office. Organisational changes at ZimPost were shaped mainly by the economic and political environment in which they took place. The primary focus of this research is the impact of COVID-19 on the teaching practices applied in Zimbabwean schools. Zimbabwe, a developing nation in the southern region of Africa, has a long history of a thriving education sector recognised internationally. However, in the wake of the pandemic, the research attempts to understand the experiences of teachers in private and government schools in the hope of showing the dilapidation and unevenness of the sector, across the private-public divide. COVID-19 comes at a time when the country’s economy and healthcare system continue to exhibit signs of struggle and collapse. The research made use of qualitative research methods and in-depth interviews with teachers from public and schools around the town of Marondera. - Description: The Fourth Industrial Revolution (4IR) is a global phenomenon, affecting workers and trade unions worldwide with the increased automation, including digitisation, of work. Although the 4IR has often been presented as an impersonal technological force that society must just accept, it is in fact rooted in the evolution of capitalist society: it is the latest in a series of industrial revolutions and restructurings of the labour process. These are systemic occurrences, based in class struggles around the extension of management control of every part of work, and replacing workers with machinery; it must then be seen in the context of a history of Taylorism, Fordism and neo-Fordism, and their local expressions, such as racial Fordism in South Africa. The roll-out and the socio-economic effects of the 4IR are therefore shaped by inequality and power, and look to be dire for the working-class in a South Africa that already has record unemployment rates. In the local banking sector, the 4IR has been associated with a wave of retrenchments and branch closures. Faced with this situation, the South African Society of Bank Officials (SASBO), the biggest and oldest union in the finance sector, then with around 73 000 members, tried to hold a mass strike in late 2019. It also tries to show how an analysis of a moderate, older white-collar union like SASBO enriches South African labour studies. A qualitative methodology was used in this research to understand the issue at hand, using documents and semi-structured interviews with SASBO National Executive Committee members. The key findings are that the 4IR will not spare white-collar jobs and presents an unprecedented challenge to unions. - Description: The Fourth Industrial Revolution (4IR) is a global phenomenon, affecting workers and trade unions worldwide with the increased automation, including digitisation, of work. Although the 4IR has often been presented as an impersonal technological force that society must just accept, it is in fact rooted in the evolution of capitalist society: it is the latest in a series of industrial revolutions and restructurings of the labour process. These are systemic occurrences, based in class struggles around the extension of management control of every part of work, and replacing workers with machinery; it must then be seen in the context of a history of Taylorism, Fordism and neo-Fordism, and their local expressions, such as racial Fordism in South Africa. The roll-out and the socio-economic effects of the 4IR are therefore shaped by inequality and power, and look to be dire for the working-class in a South Africa that already has record unemployment rates. In the local banking sector, the 4IR has been associated with a wave of retrenchments and branch closures. Faced with this situation, the South African Society of Bank Officials (SASBO), the biggest and oldest union in the finance sector, then with around 73 000 members, tried to hold a mass strike in late 2019. - Description: Poor service delivery in South Africa is a widely researched phenomenon. Yet despite the existing knowledge production efforts, in a context of a progressive developmental municipal legislative framework, South African municipalities continue to be plagued with corruption and poor service delivery performance. This thesis aims to transcend the tendency to attribute poor service delivery to a sole cause (e.g. corruption) by explaining the effects of strategic planning and oversight on several municipal service delivery processes. Therefore, this thesis introduces the Municipal Public Resource Management (MPRM) model as a strategic management tool to explain the relationship between strategic planning, the practical implementation of municipal services, and oversight processes. Specifically, thesis triangulates legislative mandates, documents published by Inxuba Yethemba Municipality (IYM) and responses from semi-structured interviews conducted with three municipal officials and three Municipal Public Accounts Committee (MPAC) councillors to uncover descriptions and explanations of service delivery processes in IYM. Findings from this thesis confirm that poor strategic planning and weak oversight contributed to poor electricity service delivery outcomes in IYM in the 2018/19 – 2019/20 financial year, and this highlights the importance of implementing strategic management for improved service delivery in South African local municipalities. , Thesis (MSocSci) -- Faculty of Humanities, Sociology, 2022
