The nexus between territorial border controls, informal cross border trading and economic security in Zimbabwe: the case of Beitbridge Border Post

- Description: Informal cross border trade is central to the lives of many Zimbabweans, with informal trade across the Zimbabwean-South African border being of particular importance. This entails travelling through the Beitbridge border post on the Zimbabwean side, with Zimbabwean informal traders purchasing items in South Africa for resale in Zimbabwe. In doing so, they contribute not only to their own economic security but likely to the economic security of other Zimbabweans deeply affected by the ongoing crisis in the country. Often times, when examining the lives of Zimbabwe’s informal traders, the border post is not subjected to sustained focus and analysis. Yet, border posts (like the Beitbridge border post) are complex social institutions which configure the lives and livelihoods of cross border traders in multiple ways, and which informal traders often have to negotiate their way through. In this context, this thesis provides a critical analysis of border control management at the Beitbridge border post with particular reference to the activities of Zimbabwean informal cross border traders. The Beitbridge border post, like all border posts, has multiple functions. As a territorial border post, it seeks to maintain the national sovereignty of the Zimbabwean nation- state, and it monitors and controls the movement of people and goods in both directions. Currently, it is doing so at a time when the vast majority of Zimbabweans are suffering from varying levels of economic insecurity. The extent to which these functions are performed, and the manner in which they are performed, depends fundamentally on what takes place at the Beitbridge border post. This refers to the performance of both human subjects (border control officers of various kinds) and inanimate objects (such as scanners and cameras), both of which enact agency. Combined with these is the agency of cross border traders, who are compelled to navigate their way in and through these dimensions of the border control system. The thesis examines this by drawing heavily upon Actor-Network Theory. It is based on research undertaken at Beitbridge border post, involving 50 interviews with primarily current and former border control officers as well as informal cross border traders. Findings of this study show that deficiencies in border control management and border porosity at Beitbridge have led to a flourishing of informal cross border trade and, in turn, contributed to economic security in Zimbabwe, including during the time of Covid-19. , Thesis (PhD) -- Faculty of Humanities, Sociology, 2022

- Description: The main objective of this thesis is to investigate how conscious hip hop culture is used to reconstruct and influence urban youth identities in South Africa, in the case of Fingo Village, Makhanda. In addition, it aims to understand how the South African conscious hip hop scene, appropriated from the West, can be used to shape the identities of the urban youth, instead of the materialistic commercial/mainstream gangsta rap that is currently dominating popular culture and media today. Kellner’s (1995: 10) multicultural critical approach is appropriate for this thesis, as it “provides a critical multiculturalist politics and media pedagogy that aims to make people sensitive to the relations of power and domination which are encoded in cultural texts, such as those of television and film, or new technologies and media such as Internet, and social networking”. Moreover, in the words of Cvetkovich and Kellner (cited in Dolby, 2010:11), this dissertation “investigates the increasing influence of global popular culture and its possibility to equip the urban youth with new sources of identification”, as well as opportunities for social change. In Makhanda, rappers, community activists, B-Boy crews, graffiti artists, spoken-word poets, photographers, and journalists all assembled in Fingo Village for the social event Around Hip Hop, at the multipurpose Fingo square, between 2011 and 2019. Today, Around Hip Hop is an arts based organization that produces hip hop mixtapes, short documentaries, and educational events aimed at creating a cross-cultural exchange and increasing awareness of South African politics. Around Hip Hop has hosted various events, dialogues, and performances where hip hop is used as a cultural expression, which continuously creates spaces for the urban youth to rethink and reconstruct their identities; not only as artists, but as audience members as well. Events, such as The Return of the Cypher, Intyatyamo Elityeni, and Business beyond Fingo Festival all form part of Around Hip Hop. The Return of the Cypher is an open music event, where rappers, usually gathered in a circular formation with one or more artists performing in the middle, showcase their skills. - Description: This thesis examines contestations around access to state-provided housing or simply state housing in South Africa, using a case study of two sites in Buffalo City Municipality, and with a particular focus on occupation without ownership through informal and illegal means. While the South African state, based on an official human rights discourse and regime, seeks to provide state housing to the urban poor, massive housing backlogs continue to exist within urban spaces. As a result, the urban poor turn to self-provisioning through the construction of informal settlements or backyard shacks, waiting at times indefinitely to be allocated a state house via the official housing waiting lists. To overcome this problem, some amongst the urban poor opt to circumvent the process by invading and illegally occupying state houses, leading to occupation without ownership. In doing so, they draw upon their own moral rights-claims to justify their actions. The thesis examines the multiple causes for occupation and ownership contestations in the two research sites as well as the different forms that these contestations take. The study is framed theoretically in terms of a sociology of human rights, identifying and analysing how moral claims to rights amongst ordinary people often come into conflict with a legal-institutional conception of rights adopted by the state. The study also draws on a diverse array of theorists whose work speaks to the manner in which ordinary citizens develop their own ways of acting contrary to state officialdom. Using interpretive sociology, the study considers the views and practices of those illegally occupying houses without ownership and those who feel victimised by these informal actions. It considers these intra-community dynamics in light of the machinations of local state powerholders at municipal level. As with interpretive sociology, then, the thesis privileges social realms of meanings, interpretations, experiences and practices of human agents. Informal state housing occupations in the Buffalo City Municipality are caused by a number of factors related to state incapacity, weak policies and poor planning, corruption, resource constraints and so on. The study vividly demonstrates the tensions arising and existing between the South African state’s legal human rights regime and locally-constructed moral-rights regimes amongst the urban poor. This tension is seen in the interrelated phenomena of ‘occupation without ownership’ and ‘ownership without occupation’, as the poor draw upon and use ordinary logics of rights for recourse. Inadequate information and knowledge about menstruation and lack of resources for managing menstruation hygienically have impacted adolescent girls on a psychosocial and physical level. Consequently, the dignity of schoolgirls during the onset of menstruation through puberty and adolescent phases is jeopardised. It is therefore imperative to understand the normal physiological changes that school-going children from Grades 6 to 12 undergo and acknowledge how these changes affect their education within the school environment. In the Makana district, Eastern Cape, South Africa, the topic of menstrual hygiene management is under-researched at schools and, therefore, this research explores school educators’ perceptions of menstrual hygiene management at primary, secondary and private schools in this area. Schools have a responsibility to create a safe environment for learners’ education, which includes the topic of menstruation without discriminating against or labelling menstruating girls. This research found that the topic of menstruation is only discussed in Life Science and Life Orientation subjects and only covers the physiological changes of the body. These subjects, however, exclude the topic of menstrual hygiene management. This study found that several schools in the Makana district are not adequately equipped to provide for the needs of menstruating girls and therefore educators need to be prepared to deal with menstruation in the school context. The educators are also required to go for regular training or workshops to equip them to manage menstruation in a school environment. The infrastructure of a school includes water and sanitation which are components of menstrual hygiene management. The infrastructure at the participating public schools was inadequate and therefore impacted on the menstrual hygiene management for the girls. The unavailability of water, the non-existence of a sick room and lack of a waste disposal system at some public schools presented further challenges for menstrual hygiene management. - Description: The state has played an indispensable, major role in the industrialisation of South Africa, and its transformation from an economy of agriculture and mining to one based on manufacturing and services by the 1970s. Large state-owned corporations in communications and transportation, finance, industry and power have been key to this process, which also involved an extensive (and racist form of) import substitution industrialisation (ISI) from the 1920s. The 1970s saw a shift towards neoliberal policies, first under the National-Party-led apartheid government and then under the African-National-Congress-led democratic government formed in 1994. Since the 1980s, this restructuring has profoundly affected state-owned enterprises (SOEs), including the monopoly electricity utility ESKOM, and manufacturing industries, such as the automotive sector. This thesis examines the evolution of and interaction between different areas of neoliberal policy, and their evolution over time through a consideration of the relationship between the restructuring of SOEs and manufacturing, with a focus on ESKOM and autotomotives respectively. Relying on interviews with senior officials, policymakers, union leaders and industrialists, as well as primary documents, the study examines the responses of OEMs in South Africa (BMW, Ford, General Motors, Mercedes Benz/Daimler, Nissan, Toyota and Volkswagen) to ESKOM’s actions, and analyses the root of these actions. It argues that while restructuring has been framed by a common framework, policy development and implementation is not coordinated or cohesive. ESKOM, for example, gutted investment in electricity and maintenance generation capacity to become profitable and create space for Independent Power Providers (IPPs) – neoliberal measures for which it was rewarded and lauded. This took place at a time when national policy emphasised the need to grow manufacturing and attract direct investment by creating an investor-friendly climate resting on infrastructure. It also took place when the Department of Trade and Industry (DTI) rolled out highly successful plans – also praised and rewarded – to help adjust automotives to open markets; the sector grew much larger than under ISI, while other sectors like textiles collapsed. ESKOM’s measures, however, led to a rapid decline in the capacity and stability of the power system, and directly contradicted the drive to expand and globalise manufacturing, in which automotives was now the leading edge. Corruption in the utility worsened, much of it through subcontracting measures rooted in neoliberal reforms, but this did not cause the basic problems. It is argued that this situation of competing policy imperatives reflects deeper, long-term problems in the South African state, including contradictory policies, uneven capacity and a lack of coordination. For example, there was no coordination between the DTI and stakeholder departments that regulate ESKOM, being the shareholder ministry, the Department of Public Enterprises (DPE) and its policy ministry, and the Department of Mineral Resources and Energy (DMRE). These types of problems did not start postapartheid, and post-1994 reforms have not adequately addressed them. What exists is not a “developmental” state, as policymakers hope, but a fractured state of an intermediate type that combines “developmental” and “predatory” features in a oneparty dominant system in which lines between ruling party and state blur, and state resources are leveraged for elite class formation. Such was the case under apartheid skippered by the NP, with Afrikanerisation, and it continues today post-apartheid under the ANC with BEE. Major reforms are needed, but not just in SOE governance or budgets, as many have suggested. If we are to take the nation forward, the basic design of the state must be reformed. Such studies explore opportunities to increase profitability and sustainability in the sugar industry; motivated by low world sugar prices and rising costs of production. However, studies on farmworkers’ conditions of work at the production node of the sugarcane production network are limited. Often, suppliers/producers in the agricultural sector are faced with a dilemma of meeting market demands and maintaining secure work for their employees – but the market and institutional pressures in Eswatini’s sugar industry, because of the country’s participation in the global sugarcane production network, continue to contribute towards decent work deficits on sugarcane farms. This study, being informed by the Global Production Network (GPN) framework, evaluates workers’ conditions in the context of local embeddedness. The GPN framework enables a deeper analysis of the role of labour and the value workers add to the production process. Imperative to this study is to recognise workers’ struggles as they participate in the sugarcane production network as an effective way of locating decent work in Eswatini’s small- and medium-sized sugarcane outgrower farms. Using seven indicators adopted from the International Labour Organisation’s Decent Work pillars, this study shows how the specific conditions at the production node of the network (farms) are embedded in a particular historical, institutional, and regulatory context, which included non-firm actors (in particular, Eswatini’s government) who, in combination, shape the dynamics of the sugar industry. - Description: In this thesis, I outline possible answers to the question of what it means to be a Xhosa man living with a visible physical impairment. Drawing on 17 one-on-one in-depth interviews and through an interpretive phenomenological thematic analysis, this thesis explores the intersection of physical disabilities and manhood masculinity in Xhosa men in selected rural areas in the Eastern Cape, South Africa. The intention for this study is to better our understanding concerning the creation, negotiation, maintenance, and recreation of manhood identities by traditionally circumcised Xhosa men in the Eastern Cape who by birth, accident, or illness find themselves at the intersections of masculinity and physical disability. Research notes that the bodies of men with disabilities serve as a continual reminder that they are at odds with the expectations of the dominant manhood cultures. The main argument from this area of research is that men with disabilities are outside the hegemony because they undermine the normative role and shape of the body in Western cultures. However, this line of argumentation stands in sharp contrast to arguments that the hegemony in Xhosa manhood masculinity is primarily and conclusively achieved by having a traditionally circumcised penis without any consideration of the full embodiments of men. Therefore, this study, in the first instance, seeks to bring embodiment into the analyses of manhood by focusing on physical disability amongst traditionally circumcised Xhosa men. Through an embodied theoretical approach to their disabilities that accounts for the corporeal experience of impairment, and theories of masculinity that centre the context, this thesis establishes, in the first instance, the significance of embodiment in doing Xhosa manhood. Concerning the research aims and objectives, this study sheds light on what it means to be a Xhosa man living with visible physical impairment. In this regard, the original findings are classified according to each research aims and objective, as outlined below. Concerning the first research aim, I found that the participants struggle to speak about their bodies outside of physical labour/work despite their impairments. I explain their inability to talk about their disabled bodies by looking at traditional Xhosa initiation as a grantor of equality and sameness. Secondly, I argue that there is a higher premium on social bodies rather than physical bodies in this context, thus their inability to speak about their conditions. Lastly, I make connections between the participants’ inabilities to talk about their bodies and the lasting impact of colonial and apartheid histories. Concerning the second research aim, I explore ways and strategies they employ to respond to and negotiate Xhosa manhood masculinity's dominant cultural demands. In this regard, I note that the participants who acquired their impairments after initiation consider their disability as a second initiation because they see it as having set them back to square one regarding their manhood responsibilities. In contrast, the participants who acquired their disabilities post-initiation saw initiation as a gateway to a more respectable personhood status. I also note that there is an emergence of alternative Xhosa manhood masculinities. Lastly, I also found that contrary to western scholarship on disability and manhood, the participants distinguish between threatened manhood identity versus threatened status as a man. I outline how they arrive at this distinction. In terms of researching the last research aim, this thesis explores how the participants negotiate their ‘embodied difference’ in mundane everyday living. I explore their taken-for-granted routines in doing and being disabled Xhosa men every day. Former farm workers of foreign descent in communal areas in post-fast track Zimbabwe : the case of Shamva District

- Description: Land and ethnicity continue to condition contestations in relation to belonging amongst rural Zimbabweans. The colonial era defined Zimbabwe’s land politics in a highly racialised and ethnicised manner. Racially, the colonial era gave birth to white-owned fertile farm lands, while blacks (or Africans) were resettled in agriculturally-unproductive Reserves, later referred to as communal areas in the post-colonial era. Though they were initially created with a segregatory and oppressive intent bent on disenfranchising native Africans, the Reserves became a definitive landscape embedded in ethnic and ancestral belonging for the autochthonous Natives. The Reserves were created exclusively for autochthonous Africans, and the colonial administration ensured that foreign migrant Africans recruited mainly as covenanted labour from nearby colonies would not be accommodated and consequently belong in Reserves. Migrant Africans were instead domiciled in white commercial farms, mines and urban areas, and deprived of land rights accorded to the autochthones. In the case of white farms specifically, the labourers experienced a conditional belonging (to the farm). This overall exclusionary system was later inherited and maintained by the post-colonial Zimbabwean government, up until the year 2000. Zimbabwe’s highly documented Fast Track Land Reform Programme (FTLRP) from the year 2000 did away with the entrenched racial bifurcations of land, as white commercial farms became fast track farms. However, it did not undercut the existence of communal areas. The FTLRP had a profound effect on the lives of commercial farm workers, particularly those of foreign origin who had no other home or source of livelihood to fall back on after fast track displacements. Some though sought to move into communal areas, from which they had been excluded previously. Within this context, most scholarly studies of the post fast track period ignore the plight of former farm workers especially those that moved to, and into, communal areas. This ethnographic study, specifically of former farm workers of foreign origin in Shamva communal areas, therefore seeks to contribute to Zimbabwean studies in this regard. It documents and examines the perceptions, practices and lived experiences of former farm workers of foreign origin now residing in the Bushu communal areas of Shamva, and how they interface with Bushu autochthones in seeking to belong to Bushu. This is pursued by way of qualitative research methods (including lengthy stays in the study sites) as well as through the use of a theoretical framing focusing on lifeworlds, interfaces, belonging, othering and strangerhood. Key findings reveal that belonging by the former farm workers in Bushu entails a non-linear and convoluted process characterised by a series of contestations around for instance land shortages, limited livelihood strategies and cultural difference. This project of belonging does not entail assimilation on the part of the former farm workers, as they continue to uphold certain historical practices, leading to a form of co-existence between the autochthones and allochthones in Bushu. Key findings reveal that belonging by the former farm workers in Bushu entails a non-linear and convoluted process characterised by a series of contestations around for instance land shortages, limited livelihood strategies and cultural difference. This project of belonging does not entail assimilation on the part of the former farm workers, as they continue to uphold certain historical practices, leading to a form of co-existence between the autochthones and allochthones in Bushu. The study reviewed relavant literature on violence in South African schools highlighting the relationship of school violence to current social and educational challenges and crises and the impact that school violence has on learners, teachers, and communities. The research methodology employed is qualitative and evidence was derived through semi-structured in-depth interviews. A sample male and female teachers and learners were recruited through networking. The researcher recruited participants outside the school and through participant referrals to uncover intricacies of school violence drawing on relevant literature in relation to the dynamics of this social and institutional problem. Data was analysed and thematically presented in line with the research objectives. The study findings imply that school violence is complex and gendered. Arguing that cultural, socio-economic, family, community, and social interpersonal factors account for school violence in South Africa. Male teachers and students mostly bieng the victims and perpetrators, implicating this behaviour to a culture of toxic masculinity and shared complicities as contributing factors to school violence. The concept of the dark side of emotional labour seeks to investigate the experiences and effects the performance of these emotions has on police officers as required by the SAPS organisation. These experiences are explored using three central themes: emotional neutrality, emotional toxicity, and emotionally dirty work. This paper places emphasis on emotional labour not only restricted to the performance of positive emotions such as smiling and presentable appearance such as Arlie Hochschild (1983) account of air hostesses but also extending to the expectation or requirement for the performance of dark emotions, which is quite evident in the case of police officers. This study was conducted in KwaZulu Natal, with Police Officers that have acquired the necessary training to be police officers and have worked a minimum of 2 years. The research methodology used was qualitative, and data were obtained from semi-structured interviews. These were then analysed and presented in line with the research objectives. The research found evidence of how individuals' different positions influence how frequently they perform and express negative emotions. It found that the gender difference also contributes to the diverse experiences of dark emotions. Furthermore, it found that the continuous experience of negative emotions has, to an extent, affected the police officers in their lives outside of the organisation. In the context of increased demand for processed and higher-value food products, the agro-processing industry has been identified as a main contributor in the South African labour market (Department of Agriculture, Forestry and Fisheries, 2012: 17). In an effort to achieve high production outputs while saving on operational costs, employers have been seen incorporating more non-standard labour. In the agro-processing industry, non-standard labour has been in the form of seasonal workers which has been a matter of concern to state structures tasked with ensuring company compliance with labour regulations, especially as it relates to the protection of workers within the industry. Many of these workers are offered little protection, sub-standard working conditions, irregular working hours, having little or no benefits, lacking skills and often facing a lack of trade union representation (Fourie, 2008:111). The introduction of section 198B of Labour Relations Act (LRA) has been designed to address the rights of non-standard workers and to provide protection against exploitative practices within various industries (Griessel, 2015:1). The thesis focuses its attention on the role of social reproduction and the labour process in perpetuating domination and inequalities within the workplace. Further, the thesis examines the challenges of non-standard labour and the difficulties of regulating it in practice. The Fourth Industrial Revolution (4IR) is an extension of the digital revolution based on the interconnectedness of machinery and cyber- physical systems that intelligently produce and control production. The South African banking sector has not been immune to the changes brought on by the 4IR in other sectors, as many financial institutions in the country have digitized the bulk of their services, in order to make banking quicker and more efficient. Additionally, the latest COVID-19 pandemic has accelerated the emergence of digital solutions and e-commerce across different sectors worldwide, thus showing that 4IR is here to stay. On the surface, the adoption of various technological innovations within the banking sector seems like a logical step towards building a more efficient banking system, with minimal deficiencies and upskilling opportunities for banking employees, thus providing an improved and convenient banking experience for customers. On the other side, however, one can see general trends that may not be in the best interest for people employed within the banking sector. For example: the introduction of new technologies has reduced the number of employees in banks; the skills upgrade that some bankers have experienced as a result of new technologies, have come at the cost of the many job losses in the sector; also, the control methods in the banks have become more centralised, thus ensuring extreme monitoring of staff. Additionally, new technologies have eliminated the spaces for deficiencies, and have given consumers a greater role in their banking experiences, instead of being assisted from a-z in their local branches. In light of these changes, one has to question the real impact of these changes on the people that have chosen banking as a career, as ‘machines’ have taken over their banking institutions. Using the Labour Process Theory (LPT), this study examined the impact of the 4IR processes on the organization of work and the general employment experiences of employees in the banking sector of Tshwane, in the Gauteng province, of South Africa. - Description: The citrus fruit industry is a large, lucrative industry on the global market. South Africa's citrus fruit industry competes globally and is firmly intergraded into the citrus global value chain (GVC). Sunday River's Valley (SRV) in the Eastern Cape is a powerhouse citrus producer in South Africa. This dissertation interrogates the impact of the citrus value chain on Zimbabwean unskilled immigrant farmworkers in the SRV, positioned at the bottom of the value chain. Mainstream global chain literature, which adopts a neo-liberal approach to development, assumes that businesses in the global south stand to benefit from integrating into global chains. This line of thinking also assumes that, by virtue of the suppliers’ experiencing economic upgrading, farm owners’ employees may experience social upgrading. The idea of social upgrading stems from the International Labour Organisation's Decent Work Agenda, which promotes workers' rights and conditions globally. In the agricultural sector, there is a growing trend of producers (in the global south) employing undocumented immigrant farmworkers. Free market economists perceive these immigrants' employment in the agricultural value chain as a progressive step for immigrants to step out of poverty. This study employs a qualitative research method to analyse social upgrading for immigrant workers in the citrus GVC. This is done by examining the selected workers' working and living conditions against the key pillars of the Decent Work Agenda. Using the critical GVC framework and a Marxist orientation, this study seeks to show that the use of migrant (especially undocumented) labour in the agricultural value chains is not empowering immigrants in the global south but is essentially a strategy of securing cheap and docile labour for profit maximization. While this can be said for local South African workers as well, the migrant workforce is peculiar as their fragile citizenship in South Africa makes them a less resistant labour force to farm owners labour law violations. This study's findings validate this contention, as they show that immigrants employed in the citrus industry in the Eastern Cape are subjected to several Decent Work deficits. This study's findings validate this contention, as they show that immigrants employed in the citrus industry in the Eastern Cape are subjected to several Decent Work deficits. - Description: This study focuses on the influence of clientelism in the informal sector of Zimbabwe in Glen View 8 (Complex). The study used the case of Glen view 8 (complex) in Harare Province. The study focused on political dynamics in the informal sector; livelihood strategies employed by informal sector operators; manifestation of “Big Men”, social networks in the informal sector; and different strategies employed by operators to overcome the problems of political manipulation, clientelism and patronage. It employs a qualitative research methodology to enable a nuanced comprehension of the clientelistic relationships that take place in the informal sector of Zimbabwe. Through in-depth interviews, focus group discussions, narratives and in-depth interviews with key informants, the study explored the clientelistic nature of the informal sector. The major findings of the study are that the informal sector in Zimbabwe is influenced by political patronage. It was established that patronage influences the informal sector in Zimbabwe in general and at Glen View Complex 8 in particular. Some of the operators revealed that patronage negatively affects their business as they are sometimes forced to attend political party meetings either at the complex or at ZANU-PF star rallies in town. The operators experience a plethora of problems such as lack of security, poor sanitation, stiff competition, poor infrastructure, lack of insurance and fire outbreaks. It has been revealed that most of the problems experienced at the complex are a result of the politicisation of the informal sector particularly by the ZANU-PF party. Operators at the complex have described the politicisation of the informal sector as a major drawback to their efforts of realising maximum benefits from their work. - Description: This study uses the theoretical framework of industrial relations pluralism, to study and analyse the impacts of labour legislation on six small firms (employing less than 50 workers) based in Mbombela (formerly Nelspruit), Mpumalanga province, South Africa. The analysis is based on the viewpoints of six managers and how they see the impacts of labour legislation on their respective firms. The analysis is aided by utilising theory and literature to make sense of the manager perspectives on the topic. Also, utilising a qualitative research design to collect and analyse the data, the study presents diverse findings in terms of how the participants perceived and experienced certain types of legislation. Some managers believed that the benefits of labour legislation outweighed the costs. While others believed the exact opposite. At an overall level, the study revealed that most of the participants were not as severely affected by labour legislation as might be expected; given the scarcity of resources in most small firms. This was partly because of various coping strategies and practices (mostly involving the use of informal procedures) that were adopted by the firms. Also, some small firms who aimed at expanding their businesses strategised to adopt some formal procedures and practices in order to easily absorb labour legislation and subsequently mordenise their businesses in the process. While a few firms persisted with more informal customs as they appeared cost-effective and necessary in their particular market positioning.

The HIV pandemic has, and continues to have, negative implications for communities and individuals, especially women, in South Africa and beyond. HIV and AIDS has left women disproportionately more infected and affected than men because of social, cultural and economic factors, leading to the feminisation of HIV. South African NGOs have tried to fill in the gap and to respond to the HIV pandemic, either independently or in partnership with government departments. In this context, the purpose of this thesis is to provide a critical analysis of NGO programmes in Makhanda (in the Eastern Cape Province) to ascertain whether NGOs address the feminisation of HIV and, if so, how. In doing so, the study utilises qualitative analysis with the use of interviews, a focus group discussion and primary documents as research methods. The study concludes that local government in Makhanda has failed to address women’s vulnerabilities to HIV and that it does not provide a sufficiently enabling environment for NGOs in this regard. In addition, inadequate funding from donors, alongside issues of accountability and the failure to engage in HIV programmes from a perspective founded in feminism, were factors found to contribute to NGOs not fully considering women’s vulnerabilities to HIV. Resultantly, NGOs in Makhanda rarely, at least intentionally, address the feminisation of HIV.
