The focused approach aimed to provide contextually relevant findings that may possibly contribute to the broader understanding of youth employment interventions on job creation. A qualitative study based on secondary data collection techniques was used to find answers to the research questions. Government reports, textbooks, and reports from the Eastern Cape Department of Education were the sources of data collection . In analyzing the gathered data, thematic analysis was employed following the guidelines by Braun and Clarke (2006). With the rising levels of unemployment, which is rising unabated, there is a likelihood of fundamental challenges being experienced by municipalities inhibiting their ability to fulfil their critical service role effectively. The study seeks to investigate whether the LED strategies implemented by the municipalities in the Amathole District are achieving the objectives of poverty alleviation and job creation. The sample and focus were six local municipalities in the Amathole District and the district municipality. The local municipalities in the district are the Amahlathi Local Municipality, Great Kei Local Municipality, Mbhashe Local Municipality, Mnquma Local Municipality, Ngqushwa Local Municipality and the Amathole District Municipality. Primary data was obtained and assessed through semi-structured questionnaires, and the respondents were asked probing questions. The interviews were typed verbatim, and themes were identified during the analysis and interpretation of the data collected. The relevant secondary data was also assessed and analysed from the annual reports and integrated development plans of the municipalities and were captured into Microsoft Excel for analysis. The study findings conclude that the unemployment rates in the Amathole District municipalities have increased during the period reviewed. It was noted that the upper-bound poverty rates in Amathole District remained unchanged during the reviewed period, but the lower-bound poverty rates increased. It was also noted through the calculation of the coefficient correlation that there is a stronger correlation between unemployment and the lower-bound poverty rate than unemployment and the upper-bound poverty rate. The role of the state is legislatively to create a conducive environment for the entrepreneurs to flourish and do their respective businesses in a manner that is beneficial to themselves and the society at large. This study was conducted in Chris Hani District municipality. The district consists of six Local Municipalities where it coordinates their activities and renders support where necessary. Over the past few years, the district has been inundated with requests for financial support from SMMEs. In this regard the researcher undertook to do a follow up in the form of this study to the extent in which the SMMEs contribute to job creation in the district. The study undertook both a qualitative and quantitative approach in ensuring they complement one another and to allow effective engagements with the SMMEs as the core of the study. The sampled respondents/participants in the study were given questionnaires to respond to that would assist the researcher in analysing the raw data and be able to arrive at a particular conclusion in relation to the research questions. Respondents were given an opportunity to respond to questionnaires for a period of two weeks at the comfort of their homes. The results of the study indicate that those firms with a good track record, high annual turnover, sophistication and diverse skills, good credit record, good cash flow, proper financial records, bankable and viable business plans, collateral and registered for VAT were more likely to have a higher impact on the creation of both the short- and long-term employment as they are in a more sustainable position. The conclusion of the study is that the internal factors turned to have the greatest influence on SMME sustainability and job creation in this regard. However, there is more to be done by the private and public SMME support agencies. The study recommends that in-depth empirical research be conducted on the support services provided by private and public SMME support agencies in terms of the services that they offer and the effectiveness of the services and how these are communicated to potential customers. It is also recommended that training workshops aimed at addressing the internal constraints identified be conducted. It is further recommended that the development and implementation of sector-specific mentoring programmes for the owner-managers of the SMMEs be implemented for them to positively contribute to job creation in the region. Strategies to improve the awareness of support services provided by SMME support agencies need to be developed. This would ensure the effective use of these services by SMMEs. This research was necessitated by the fact that Eastern Cape is one of the Province with the highest level of unemployment in the country and Bhisho is the administrative capital of the Province. The study investigated the relationship between HRD and job creation in the Province. The statement of the problem, therefore, provided a foundation within which the aims of the study were explained. The significance of this research cannot be overemphasized especially against the backdrop of the intertwined society crisis of unemployment and poverty facing the Province. Although an extensive amount of research on HRD has been conducted, there is still no specific solution to how the human resource development contribute to job creation to reduce poverty and its associated social vices in the Eastern Cape Province. The objective of the study examine how human resource development can help reduce unemployment, discuss how stakeholders can help train and develop the youth especially the unemployed and to examine the relevance of human resource development to government department in King William’s Town/Bhisho. The nature of the study necessitated the use of questionnaires to elicit information from households. The researcher then presented, analyzed and discussed research findings. The nature of the study enabled the use of tables and frequency distribution to present data. In drawing conclusions, it became clear that there were problems hindering job creation and employment in the Municipality. The main problem was the lack of employable skills on the part of the job seeker and inadequate entrepreneurial skills to create new jobs or expand already existing jobs. To address the problems identified, recommendations were made to the Municipal officials, institutions of learning (FET colleges and universities) and to job seekers/students as well.

Job creation and income generation in the cultural and creative industries: a case study of the shweshwe sewing industry

- Description: Worldwide, there has been a growing realisation of the importance of Cultural and Creative Industries as a driving force for employment creation, income generation and economic growth. Therefore, there is a need in South Africa to study and understand these industries setting, and business environment. Shweshwe is a unique local fabric produced by Da Gama Textiles in the Eastern Cape province of South Africa. This fabric is used by many micro-enterprises as an input to make clothes and other items for traditional cultural celebrations and ceremonies. This study is about the micro-enterprises who use South Africa made textiles (i.e. shweshwe textile) as business input. More specifically, it looks at employment creation and income generation opportunities of the micro-enterprises that use shweshwe textile as an input. These micro-enterprises and shweshwe production are being threatened by the rising influx of cheaper ready-made imported clothes that mimic the shweshwe designs and colours, in some cases, the logo as well. This study also plans to estimate the size and discover the attributes of the micro-enterprises that use shweshwe as an input in their businesses in South Africa, in order to estimate the impact of the counterfeit shweshwe imports on those micro-enterprises. This study adopted a mixed-methods approach-using a combination of both qualitative and quantitative data collection methods. Face-to-face interviews with questionnaires, were done with a total sample of 62 owners of the micro-enterprises that use shweshwe as input, in the Western Cape (Cape Town) and Eastern Cape (i.e. Makhanda and East London), South Africa. Self-administered questionnaires were emailed to 20 Jackson’s Stores managers across the country. Lastly, face-to-face interviews were done with the key stakeholder-the representative of Cowie trading (the main shweshwe distributor) and Da Gama Textiles (the factory of shweshwe), during a field visit. The Qualitative data was analysed using thematic analysis, whereas the quantitative data was analysed using inferential and descriptive statistics. The results show, that the micro-enterprises that use shweshwe as input are a significant contributor in terms of employment creation and income generation in South Africa. They also reveal that there is a big number of micro-enterprises that use shweshwe as an input in SA. The findings showed an estimate of between 5077 and 6000 small businesses that are using shweshwe an input, which are associated with 10 900 to 12 900 jobs. It was also found out that there is a transformation in this industry, and that this sector is B-BEE compliant. There are also high levels of human capital in this industry. This is an important finding revealing that there is potential for future growth in this sector. Results also found that the majority micro-enterprise owners (80%) have no other source of income, meaning that they are highly reliant on their shweshwe sewing business income. Additionally, 85% of those business, shweshwe garments makes up half or more of their sewing business proceeds. This reveals that a decline in income caused by the import of ready-made clothes in “fake” shweshwe will have a negative impact on the micro-enterprises’ ability to contribute to economic growth and job creation in this industry. To show the impact of the import of ready-made clothes in “fake” shweshwe on the micro-enterprises’ ability to contribute to economic growth and job creation in this industry. In the questionnaires that were used to conduct face-to-face interviews with the micro-enterprises, respondents were asked to indicate whether they had other sources of income other than the income they generate from the shweshwe sewing business. They were further asked as follow up question to choose from a given list of possible options containing a range of percentages of their business income that comes from the work sewn with shweshwe. This question was asked in order to be able to see, if there were to be a decline in income caused by the import of ready-made clothes in “fake” shweshwe what impact it would have on the micro-enterprises that use shweshwe as an input. The theory of industrial organisation has adopted the view of that businesses operating in the formal sector are more efficient and productive than those in the informal sector (Lobato, 2010). The study found that the micro-enterprises that operate in the formal sector generate more turnover than the ones that operate in the informal sector. However, the theory was further tested by running OLS regression, the results showed that operating in the informal sector does not affect turnover when other variables are controlled for, however, that it does affect job creation. In closing, this thesis provides suggestions on how to support, and protect the micro-enterprises that use shweshwe as an input, in order to enhance this industry’s potential also to ensure its continuous contribution in terms of employment creation and income generation in South Africa.

The extent of urban Green Collar employment, its contribution to poverty alleviation and potential for growth in the Eastern Cape, South Africa

- Description: The aim of this research was to investigate the job provisioning benefits of urban green space (GS), the ability of these jobs to alleviate poverty amongst poor urban households, as well as the potential to increase the number of Green Collar (GC) jobs. According to Lal et al. (2010), Roy et al. (2012) and others, environmental employment or GC jobs, represent the very synergy between social, economic and environmental resilience and sustainability, and have the ability to provide an additional range of goods and services. Data was collected from 12 towns and cities in the Eastern Cape of South Africa, all varying in population, town size and geographic location. Structured employer, employee and resident interviews were used to collect data, which pertained to a number of employment characteristics and employee living conditions. Throughout the sample, 19 different types of jobs were identified, and a total of 17 429 GC employees were counted, sharing a total of approximately R503 million in annual wages. Some GC employees were found to still be in a position of poverty despite employment, while others enjoyed a higher standard of living as a result, although this was largely dependent on the extent of wages and other household and employment attributes. Using lessons learnt from previous chapters, a number of data sources and a creative approach, the potential for growth and improvement in the urban GC sector was discussed, and the way forward involves private, public, informal and civil sector participation and innovation; which will not only enhance environmental and social ecosystem services, but also provide meaningful employment opportunities to the otherwise impoverished. Urban GC jobs should be widely viewed as a useful tool in achieving social, environmental and economic prosperity in urban landscapes (Bowen and Kuralbayeva, 2015).

- Description: The high failure rate among small businesses in South Africa has created an urgent need to identify strategies that will improve their levels of performance. The purpose of this study was to investigate the relationship between the entrepreneurial orientation of small businesses in the Eastern Cape and their level of business success. Entrepreneurial orientation was assessed in terms of the 5 dimensions of entrepreneurial orientation, namely Innovativeness, Proactiveness, Competitive aggressiveness, Risk-taking and Autonomy. Business success was assessed in terms of profitability and growth. A literature overview was firstly conducted. The nature and importance of small businesses were described, and the important contributions they make to economic growth, job creation and innovation, as well alleviating poverty and redistributing income were highlighted. The various challenges faced by small businesses were also discussed. Among these challenges, the lack of entrepreneurial orientation was specifically highlighted as a major barrier to small business success. The nature of entrepreneurial orientation and the five dimensions thereof were described. A theoretical framework was proposed illustrating the relationships between the 5 dimensions of entrepreneurial orientation and business success that were to be empirically tested. A positivistic research paradigm was followed and a quantitative approach was implemented. Convenience sampling was used and a total of 350 questionnaires were distributed to small businesses in the Eastern Cape; 317 usable questionnaires were yielded. A measuring instrument was developed based on reliable and valid items from existing studies. Statistical techniques including descriptive statistics, Pearson's product moment correlations, Structural Equation Modelling and an Analysis of Variance were performed on the gathered data. Demographic data relating to the gender, age and race of the respondents, as well as data relating to the number of employees, the tenure of the business, and nature of industry in which the small businesses operate, were collected. An exploratory factor analysis was undertaken, and Cronbach‟s alpha coefficients were calculated to assess the validity and reliability of the measuring instrument. The independent variables, Innovativeness and Proactiveness, could not be confirmed by the factor analysis and a new dimension emerged which was named Proactive innovativeness. As a result of the factor analysis the operational definitions were rephrased. The Cronbach‟s alpha coefficients reported were all greater than 0.7, deeming the scales measuring the various dimensions reliable. Descriptive statistics were calculated to summarise the sample data, and Pearson's product-moment correlation coefficients were established to investigate the associations between the variables. Significant positive correlations were reported between all of the variables. SEM was performed to determine the significance of the relationships hypothesised between the independent and dependent variables in this study. The results of this study showed that the independent variables Competitive aggressiveness, Proactive innovativeness and Autonomy have a significant positive influence on the dependent variable Business success, while Risk-taking was found to have a significant negative influence on Business success. Furthermore, the results showed that Proactive innovativeness was higher in larger-sized small businesses, Autonomy was reported to be higher in small businesses where the owner was in possession of a tertiary qualification, and Risk-taking was found to be higher in small businesses owned by people of colour than in businesses owned by White respondents. In a business environment where change is constant, small business owners need to be able to adapt their operations and strategies to these changes and the consumer demands these changes may bring. Small business owners need to be able to strategically reinvent their businesses if they are to survive over the long term. The level of entrepreneurial orientation has been identified as having a positive influence on business success. The more small businesses implement Proactive innovativeness, Competitive aggressiveness, calculated and cautions Risk-taking and Autonomy, the better the chances are that they will be successful

- Description: The study aimed at analysis the South African government’s attempt to reduce poverty through alleviation and reduction of unemployment. The study analyses this using Ngqushwa Local Municipality in the Eastern Cape. The introduction of labour intensive projects of government in infrastructural development, under auspices of the Department of Public Works, has brought a relief in addressing unemployment and poverty in the country. While the provision of these short-term based jobs is life-saving, the question is whether or not these projects (EPWP) will provide a sustainable solution to unemployment and poverty with the skills and information they provide to the employees. To achieve this aim the study used both qualitative and quantitative research methodology. First, a literature review on the Expanded Public Works Programme was done. Secondly, policy review on poverty and conservation was done. A small sample size of sixteen people was selected using purposive sampling, targeting ten beneficiaries of EPWP, three Municipal managers and three Departmental managers that were involved in EPWP. Firstly, I wanted to know how many people participated in the EPWP initiatives in the Amathole District Municipality between 2008 and 2012. Secondly, what training was provided to people that were temporarily employed on the EPWP projects and what recruitment tools were used to recruit EPWP employees. Thirdly, to find out how many were able to find permanent employment after the EPWP projects in Amathole District Municipality communities were completed. Fourthly, has the EPWP benefited the poorest of the targeted areas and redressing racial imbalances? It is clear that EPWP is appreciated by some of the beneficiaries who do not have better school qualifications as they make significant, short-term contribution to their livelihoods and, than those who have better qualifications especially the youth, who claimed that this programme is partly wasting their time as they were looking for permanent jobs, and in South Africa age restriction is one of the problems that the people were facing when looking for a job. The study proposes that the government should make a physical relief on poverty and employment reduction by making this programme a permanent job.

- Description: In general, traditional co-operatives suffer from free-rider, horizon, portfolio, control and influence problems that starve them of both equity and debt capital. Evidently, the factors which constrain agricultural development also inhibit co-operative development in the former homelands. These factors include socio-economic as well as political factors operating in the environment of the cooperatives. In addition to these external factors, co-operatives have several internal problems such as inefficient management and lack of understanding of the co-operative concept and principles. The New Cooperative Act No. 14 of 2005 was an attempt at addressing these fundamental problems. The purpose of this study was to analyze the extent towhich cooperatives organized on the basis of this new Act have performed and to ascertainwhether or not they have met the expectations of the policy makers. In order to address these issues a structured questionnaire was used to interview 100 farmers. Farmers were divided into two groups, one group consisting of fifty members and the other fifty non-members; all these farmers were randomly selected from Ndonga and Maqhashu in Lady frère. The study investigated and profiled the socio-economic situation of the communities of Ndonga and Maqhashu with particular emphasis on the employment and poverty situations, as well as the income earning opportunities in the communities. It also undertook a comparison of the members and non-members of the co-operatives in terms of their production results under the sorghum production programmes in the two communities.The data were analyzed by means of descriptive and inferential statistics which explain some measures of central tendency and dispersion as well as levels of significance. A t-test of independent samples was used to compare the means for the sorghum yields and revenues for non-members and members of the co-operative. Gross margin analysis was also used to determine the financial implications of cooperation for the smallholders. In addition, a multiple regression model and a discriminant function were fitted to determine the factors explaining the differences in performance of members and non-members of the cooperative society. The Gross Margin analysis shows that the cooperatives are operating at a loss, meaning they produce less with high production costs. However, the results also show that the Ndonga and Maqhashu sorghum co-operative did not benefit only its members but the whole community through significant job creation for the local population.
